Administración Chaves Robles Costa Rica entrega su V Plan de Acción de Estado Abierto
CP-383-2023 Tuesday, December 19, 2023Chaves Robles Administration Costa Rica delivers its V Open State Action PlanThe National Open State Commission (CNEA), chaired by the Minister of Communication and Liaison, Jorge Rodríguez Vives, delivered the V Open State Action Plan to the Alliance for Open Government, OGP. The Plan presents six commitments, specifically Economic Reactivation, Employment, Citizen Security, Integrity and Anti-Corruption, Open Justice and Open Parliament, through which concrete proposals are expressed to respond to the requests of citizens in these areas, thus becoming a planning instrument for the implementing teams and for the civil society groups themselves. "This Plan contains the materialization of a cluster of efforts that each Open State team has promoted so that the agenda penetrates the institutions of all State Powers and, at the same time, visualizes the importance of citizen participation as the central element to generate structural changes in the way public policy is generated in the country. With this Plan, Costa Rica, through the multi-stakeholder forum, guarantees the principles of the Open State, with efficient and effective strategies with a high component of commitment, transparency and co-creation,” said Jorge Rodríguez Vives. The co-creation process had a problem-solving approach and was structured in four main stages: 1. Preparation and planning, 2. Call and dissemination, 3. Co-creation and 4. Technical drafting of the commitment for each thematic area. In terms of Economic Reactivation, the commitment aims to establish a Municipal Digital Market for the agile and accessible articulation of the local economy; in Employment, the expansion of coverage of the Network of Employment Units in all regions of the country, in alliance with public and private entities, to improve access to employment services in Costa Rica, including for young people; In Citizen Security, the commitment aims to prevent crime through the Sembremos Seguridad Program, based on institutional and inter-institutional collaboration and articulation for the improvement of citizen security; In Integrity and Anti-Corruption the commitment seeks the transparent opening of public data for the prevention and fight of corruption; Regarding Open Justice, the aim is to generate a strategy to address the judicial backlog to strengthen access to justice in Costa Rica and in relation to Open Parliament, the commitment seeks to review and update the Open Parliament Policy. The CNEA is made up of the Ministry of Communication and Liaison, the Ministry of Planning and Economic Policy, the Ministry of Justice and Peace, the Ministry of Finance, the Judiciary, the Legislative Branch, Civil Society – Costa Rica Integra and ACCESA, Private Sector – UCCAEP, Academia – CONARE and the Supreme Electoral Tribunal as an Observer.

CP-383-2023 Martes 19 de diciembre de 2023Administración Chaves Robles Costa Rica entrega su V Plan de Acción de Estado AbiertoLa Comisión Nacional de Estado Abierto (CNEA), presidida por el ministro de Comunicación y Enlace, Jorge Rodríguez Vives entregó a la Alianza para el Gobierno Abierto, OGP por sus siglas en inglés, el V Plan de Acción de Estado Abierto. El Plan presenta seis compromisos, específicamente Reactivación Económica, Empleo, Seguridad Ciudadana, Integridad y Anticorrupción, Justicia Abierta y Parlamento Abierto, a través de los cuales se plasman propuestas concretas para dar respuesta a las solitudes de la ciudadanía en esas áreas, convirtiéndose así en un instrumento de planificación para los equipos implementadores y para los mismos grupos de sociedad civil. “Este Plan contiene la materialización de un cúmulo de esfuerzos que cada equipo de Estado Abierto ha promovido para que la agenda cale en las instituciones de todos los Poderes del Estado y a la vez, que se visualice la importancia de la participación ciudadana como el elemento central para generar cambios estructurales en la forma como se genera política pública en el país. Con este Plan, Costa Rica, a través del foro multiactor, garantiza los principios de Estado Abierto, con estrategias eficientes y eficaces con un alto componente de compromiso, transparencia y cocreación”, señaló Jorge Rodríguez Vives. El proceso de cocreación tuvo un enfoque de solución de problemas y se estructuró en cuatro etapas principales: 1. Preparación y planificación, 2. Convocatoria y divulgación, 3. Cocreación y 4. Redacción técnica del compromiso de cada área temática. En materia de Reactivación Económica el compromiso pretende la disposición de un Mercado Digital Municipal para la articulación ágil y accesible de la economía local; en Empleo la ampliación de cobertura de la Red de Unidades de Empleo en todas las regiones del país, en alianza con entidades públicas y privadas, para mejorar el acceso a servicios de empleo en Costa Rica, inclusive para personas jóvenes; en Seguridad Ciudadana el compromiso apunta a la prevención del delito mediante el Programa Sembremos Seguridad, a partir de la colaboración y articulación institucional e interinstitucional para el mejoramiento de la seguridad ciudadana; en Integridad y Anticorrupción el compromiso busca la apertura transparente de los datos públicos para la prevención y lucha de la corrupción; en cuanto a Justicia Abierta, se pretende la generación de una estrategia de abordaje del rezago judicial para el fortalecimiento del acceso a la justicia en Costa Rica y en relación con Parlamento Abierto, el compromiso busca la revisión y actualización de la Política de Parlamento Abierto. La CNEA está integrada por el Ministerio de Comunicación y Enlace, el Ministerio de Planificación y Política Económica, el Ministerio de Justicia y Paz, el Ministerio de Hacienda, el Poder Judicial, el Poder Legislativo, la Sociedad Civil – Costa Rica Íntegra y ACCESA, Sector Privado – UCCAEP, Academia – CONARE y de Observador el Tribunal Supremo de Elecciones.
