EVENTOS EN VÍAS PÚBLICAS SERÁN OTORGADOS CON MAYOR TIEMPO DE ANTELACIÓN Y TENDRÁN CON MENOR COSTO
• The modification allows events to be extended to nighttime hours, reduce costs, make mixed use of roads without eventually requiring a traffic permit and extend the deadline for delivery of requirements for permits for events. • With this modification it is expected to solve part of the problem that has caused the cancellation of some sporting events. Permits for sporting events on public land roads may be requested earlier and will have reduced costs thanks to the modification of the Executive Decree that regulates these activities. The modification to the Decree comes from a proposal made by the Chamber of Sports Event Producers made the previous year. This proposal also had the review and expansion of improvements carried out by the Minister of Sports and Recreation, and approved by the Ministry of Public Works and Transportation. Royner Mora, Minister of Sports and Recreation, indicated that, “having this modification to the Decree allows us to expand the possibilities of developing more activities on public land roads, which translates into more people doing sports, physical activity and recreation, which is the objective of our Ministry.” The modification allows events to be extended to nighttime hours, reduce costs, and eventually make use of roads with mixed routes without eventually requiring a traffic permit, as well as extending the deadline for delivery of requirements for event permits, guaranteeing that the organizers can have their permits in advance to hold the events. What changed the regulations? These were the four main points of the modification: 1. The General Directorate of Transit is allowed the possibility of granting transit permits for night activities under the appreciation of the conditions of the event and that there is no detriment to the safety of participants and third parties. 2. Extension of the deadline so that it is possible to submit applications for permits to hold events with at least six months of time, and not three months as previously established. 3. Use a mathematical formula that contains different variables, faithfully adhering to the principle of service at cost established in the law and regulations. Since previously there were no technical criteria to determine the operational cost of transit, which generated exorbitant costs that were difficult to cover. The General Directorate of Traffic Engineering is allowed to evaluate the use of mixed routes. If the section is short and if the national road is secondary or tertiary, dispense with the application of the Regulation, which indicated that regardless of the distance, only the road of the national road network should be used. For Minister Mora, this modification is expected to solve part of the problem that has caused the cancellation of some sporting events and, on the contrary, encourage more organizations to join in carrying out everything that generates physical activity, sport and recreation in a controlled, orderly manner and with the necessary measures to promote safety.

• La modificación permite ampliar eventos a horarios nocturnos, reducir costos, hacer un uso mixto de vías sin requerir eventualmente del permiso de tránsito y ampliar el plazo de entrega de requisitos para los permisos a los eventos.• Con esta modificación se espera solventar parte de la problemática que ha causado la cancelación de algunos eventos deportivos.Los permisos para eventos deportivos en vías públicas terrestres podrán solicitarse con mayor antelación y tendrán costos reducidos gracias a la modificación del Decreto Ejecutivo que regula estas actividades. Esta propuesta tuvo, además, la revisión y ampliación de mejoras realizadas por el Ministro del Deporte y la Recreación, y aprobadas por el Ministerio de Obras Públicas y Transportes. Royner Mora, Ministro del Deporte y la Recreación indicó que, “contar con esta modificación al Decreto, permite ampliar las posibilidades de que se desarrollen más actividades en vías públicas terrestres, lo que se traduce en más personas haciendo deporte, actividad física y recreación, lo cual es el objetivo de nuestro Ministerio.” La modificación permite ampliar eventos a horarios nocturnos, reducir costos, y eventualmente hacer un uso de vías con recorridos mixtas sin requerir eventualmente del permiso de tránsito, así como extender el plazo de entrega de requisitos para los permisos de los eventos, garantizando que los organizadores puedan tener sus permisos con antelación para la realización de los eventos. ¿Qué modificó el reglamento? Estos fueron los cuatro puntos principales de la modificación: 1. Se le permite a Dirección General de Tránsito la posibilidad de otorgar permisos de tránsito para actividades nocturnas bajo la apreciación de las condiciones del evento y que no exista detrimento de la seguridad de participantes y terceros. 2. Ampliación de plazo para que se posibilite con al menos seis meses de tiempo presentar las solicitudes de los permisos para realización de eventos, y no con tres meses como estaba establecido anteriormente. 3. Utilizar una fórmula matemática que contenga diferentes variables apegándose fielmente al principio de servicio a costo establecido en la ley y el reglamento.Ya que anteriormente no existía ningún criterio técnico para determinar el costo operativo de tránsito lo que generaba costos exorbitantes difíciles sufragar. Se le permite a la Dirección General de Ingeniería de Tránsito valorar el uso de recorridos mixtos. Si el tramo es corto y si la vía nacional es secundaria o terciaria prescindir de la aplicación del Reglamento indicaba que sin importar la distancia se debía utilizar solo la vía de la red vial nacional. Para el Ministro Mora, con esta modificación se espera solventar parte de la problemática que ha causado la cancelación de algunos eventos deportivos y, por el contrario, incentivar a que más organizaciones se sumen a la realización de todo aquello que genere actividad física, deporte y recreación de manera controlada, ordenada y con las medicas necesarias para promover la seguridad.
