Nuevo modelo de atención busca afianzar y mejorar prestación de servicios a pueblos indígenas

In order for the processes of care for indigenous peoples in Costa Rica to be developed with a comprehensive approach, intercultural and respectful of their human rights, the Mixed Institute of Social Assistance (IMAS) will launch in 2024 the “Intercultural Model for the provision of institutional services and benefits in indigenous territories.”
This model aims to provide adequate provision of services and subsidies to indigenous people, putting their own worldview at the forefront and promoting permanent dialogue.
To this end, the regional areas and local offices of the IMAS where there are indigenous territories will carry out strategies adapted to the context of each one, in order to support populations that are in extreme poverty and basic poverty.
The Minister of Human Development and Social Inclusion and Executive President of the IMAS, Yorleny León Marchena, pointed out that the initiative responds to the institution's obligation to recognize the rights of indigenous populations, through an intervention that is made from their worldview and respecting their forms of organization and governance.
“In the present administration, we have dedicated ourselves to establishing a model to serve indigenous people through dignified treatment, gender equality and the approach of cultural relevance, which means that services will be adapted to improve their access to the institution, taking into account the cultural, geographical, environmental, socioeconomic and language characteristics of each territory,” he highlighted.
The leader explained that for this year, concrete actions will be carried out as part of this model, among which are the definition of dates for in-person care in those territories, through itinerant visits. Likewise, messages will be translated into their own languages and the regulations and requirements for access to services and subsidies will be modified, so that they adapt to the culture of these populations.
León stressed that other measures will be implemented such as training and raising awareness among officials to serve indigenous people and the coordination of spaces with banking entities to facilitate access to their services for people residing in these territories.
"In addition to all these initiatives, Indigenous Social Workers have been hired in local offices, who are officials of the institution who come from those same populations. Their incorporation has come to represent a change in care in those areas," he mentioned.
Throughout the year, IMAS departments together with the local units that cover the indigenous territories will work together to achieve the goals proposed in this model. To this end, since January 2024, tours began to present it to residents of those communities.

Este modelo pretende brindar una adecuada prestación de servicios y subsidios a personas indígenas, poniendo en primer plano su propia cosmovisión y fomentando un diálogo permanente. Para ello, las áreas regionales y oficinas locales del IMAS donde haya territorios indígenas llevarán a cabo estrategias adaptadas al contexto de cada uno, con el fin de apoyar a las poblaciones que se encuentran en pobreza extrema y pobreza básica. La Ministra de Desarrollo Humano e Inclusión Social y Presidenta Ejecutiva del IMAS, Yorleny León Marchena, señaló que la iniciativa responde a la obligación que tiene la institución de reconocer los derechos de las poblaciones indígenas, mediante una intervención que se haga desde su cosmovisión y respetando sus formas de organización y gobernanza. “En la presente administración, nos hemos abocado a establecer un modelo para atender a las personas indígenas mediante un trato digno, igualdad de género y el enfoque de pertinencia cultural, que quiere decir que se adaptarán los servicios para mejorar su acceso a la institución, tomando en cuenta las características culturales, geográficas, ambientales, socioeconómicas y de idioma de cada territorio”, resaltó. La jerarca explicó que para el presente año se llevarán a cabo acciones concretas como parte de ese modelo, entre las que se encuentran la definición de fechas para la atención presencial en esos territorios, por medio de visitas itinerantes. Asimismo, se traducirán mensajes en sus propios idiomas y se modificará la normativa y requisitos para el acceso a los servicios y subsidios, de forma que se adapten a la cultura de estas poblaciones. León subrayó que se implementarán otras medidas como la capacitación y sensibilización a personas funcionarias para atender a las personas indígenas y la coordinación de espacios con entidades bancarias para que faciliten el acceso a sus servicios a las personas que residen en estos territorios. “Aunado a todas estas iniciativas, en oficinas locales se han contratado Asistentes Sociales Indígenas, que son personas funcionarias de la institución que provienen de esas mismas poblaciones. Su incorporación ha venido a representar un cambio en la atención en esas zonas”, mencionó. A lo largo del año, departamentos del IMAS junto con las unidades locales que cubren los territorios indígenas trabajarán en conjunto para alcanzar las metas propuestas en este modelo. Para ello, desde enero del 2024 se inició con giras para presentarlo ante habitantes de esas comunidades.
