In order to improve the conditions for learning English in single-teacher schools, the Ministry of Public Education (MEP), the Ministry of Science, Innovation, Technology and Telecommunications (MICITT) and the National University (UNA) are promoting an innovative methodological proposal for remote English teaching in 35 single-teacher educational centers in the country.
For the first time, and thanks to the inter-institutional alliance, this learning model will begin this year with an investment of ₡300 million colones in technological equipment by the MICITT, teaching support from the MEP and teaching support from the UNA.
The initiative consists of providing 5 weekly English lessons taught by two MEP teachers: the English teacher who will connect from remote presence (who is not physically in the classroom) and the single teacher who supports the students, in person, in the process of learning English from school. The lessons are taught through a digital platform for communication and collaboration between both teachers.
The UNA will participate in this initiative in the monitoring, support and contextualized evaluation comprehensively developed in the educational regions participating in the pilot. Furthermore, together with the MEP, they will carry out a linguistic proficiency test to measure the impact that this project would have in an educational setting, where English lessons are currently not received, as is the case in the rest of the schools with the largest student population in Costa Rica.
For the Minister of Education, Anna Katharina Müller Castro, this strategic alliance offers students tools for today: "It is intended that students have the necessary linguistic skills to function in the world. Languages break down barriers, open doors and generate opportunities. To the extent that our students are equipped with more and better tools, the greater their possibilities," she highlighted.
For the implementation of the project, each beneficiary school will be equipped with connectivity, a video camera, interactive projector, microphone for a video conference room, speakers, printer, 11 headsets, 5 tablets and 2 computers.
The Minister of Science, Innovation, Technology and Telecommunications, Paula Bogantes Zamora, highlighted: "Access to technology is essential at this time. Connecting from the educational center and at the same time being able to learn a language will link them with the rest of the world. Their technological and scientific skills will bring them closer to innovation."
Francisco González Alvarado, rector of the National University (UNA), highlighted that this initiative is part of the institutional mission and vision of training professionals of the highest level at the service of the country and influencing – through extension projects – the improvement of people's quality of life. “We contribute, through the expertise of the Center for Research and Teaching in Education (Cide), with facilitating the development of methodologies and teaching resources so that students can—through technologies—strengthen their skills in English.”

Por primera vez, y gracias a la alianza interinstitucional, este año iniciará este modelo de aprendizaje con una inversión de ₡300 millones de colones en equipamiento tecnológico por parte del MICITT, el acompañamiento docente del MEP y el apoyo didáctico de la UNA. La iniciativa consiste en brindar 5 lecciones semanales de inglés impartidas por dos docentes del MEP: la persona docente de inglés que se conectará desde la presencialidad remota (que no está en el aula de manera física presencial) y la persona unidocente que apoya, de manera presencial a las personas estudiantes, en el proceso de aprendizaje del inglés desde la escuela. Las lecciones se imparten por medio de una plataforma digital de comunicación y colaboración entre ambos docentes. La UNA participará de esta iniciativa en el seguimiento, acompañamiento y evaluación contextualizada y desarrollada de manera integral en las regiones educativas participantes del pilotaje. Además, en conjunto con el MEP realizarán una prueba de dominio lingüístico para dimensionar el impacto que tendría este proyecto en un escenario educativo, donde actualmente no se reciben lecciones de inglés, como sí pasa en el resto de las escuelas de mayor población estudiantil en Costa Rica. Para la Ministra de Educación, Anna Katharina Müller Castro, esta alianza estratégica ofrece al estudiantado herramientas para la actualidad: “Se pretende que las personas estudiantes cuenten con las competencias lingüísticas necesarias para desenvolverse en el mundo. Los idiomas derriban barreras, abren puertas y generan oportunidades. En la medida en que nuestros estudiantes estén dotados de más y mejores herramientas, mayores serán sus posibilidades”, destacó. Para la implementación del proyecto se equipará cada escuela bene;ciada con conectividad, cámara de video, proyector interactivo, micrófono para sala de video conferencia, parlantes, impresora, 11 diademas, 5 tabletas y 2 computadoras. La Ministra de Ciencia, Innovación, Tecnología y Telecomunicaciones, Paula Bogantes Zamora, destacó: “El acceso a la tecnología es primordial en este momento. Conectarse desde el centro educativo y que al mismo tiempo puedan aprender un idioma los vinculará con el resto del mundo. Sus competencias tecnológicas y cientí;cas les acercará a la innovación”.
