“LEY SNIP” MARCA UN ANTES Y UN DESPUÉS EN LA GESTIÓN DE LOS RECURSOS PÚBLICOS EN EL PAÍS
The Law of the National Public Investment System (SNIP) is an important tool to improve the investment project portfolios of public institutions, as well as the economic and social returns to benefit the quality of life of Costa Ricans.
Mideplan, San José, Costa Rica, 03/13/24 – The President of the Republic, Rodrigo Chaves signed the “Law of the National Public Investment System (SNIP)”, which represents a significant advance in the planning, management and monitoring of public investment in our country.
This law aims to establish the organization, powers, functions and actors by which the implementation of public investment in our country will be governed. The Government of Costa Rica seeks to strengthen the management of the National Public Investment System (SNIP), taking into account the programming, execution, monitoring and evaluation of public investment, complying with the life cycle of the projects and seeking to guarantee better economic and social returns on public investments.
"This project comes to strengthen Mideplan's stewardship of the National Public Investment System, with this we will ensure that every colon used by public institutions in investments is well used, generating the desired economic and social results. With this law we will overcome structural problems of the country such as the absence of a consolidated registry of investments, the use of common methodologies and guidelines, among others," indicated the Minister of National Planning and Economic Policy, Laura Fernández Delgado.
This important advance marks a before and after in how public resources are managed in the country. The SNIP Law stands as a fundamental pillar to ensure efficient, transparent investment aligned with the needs and aspirations of the Costa Rican population. This is a decisive step towards strengthening the infrastructure, sustainability and economic and social development of Costa Rica and places the country at par with the best international practices in the matter.
For the purposes of designing public investment policy, the existence of a regulatory framework at the level of Law that regulates public investment in the Public Sector, as well as a single repository of information on public investment projects, will allow the country to:

La Ley del Sistema Nacional de Inversión Pública (SNIP) es una herramienta importante para mejorar los portafolios de proyectos de inversión de las instituciones públicas, así como los retornos económicos y sociales en beneficio de la calidad de vida de los costarricenses. Mideplan, San José, Costa Rica, 13/03/24– El Presidente de la República, Rodrigo Chaves firmó la “Ley del Sistema Nacional de Inversión Pública (SNIP)”, el cual representa un avance significativo en materia de la planificación, gestión y seguimiento de la inversión pública en nuestro país. Esta ley tiene por objeto establecer la organización, competencias, funciones y actores por los cuales se regirá la implementación de la inversión pública en nuestro país. El Gobierno de Costa Rica busca fortalecer el gerenciamiento del Sistema Nacional de Inversión Pública (SNIP), tomando en cuenta la programación, ejecución, monitoreo y evaluación de la inversión pública, cumpliendo con el ciclo de vida de los proyectos y buscando garantizar mejores retornos económicos y sociales de las inversiones públicas. “Este proyecto viene a fortalecer la rectoría del Mideplan sobre el Sistema Nacional de Inversiones Públicas, con ello vamos a procurar que cada colón que usan las instituciones públicas en inversiones sea bien utilizado, generando los resultados económicos y sociales deseados. Con esta ley superaremos problemas estructurales del país como la ausencia de un registro consolidado de inversiones, el uso de metodologías y lineamientos comunes, entre otros”, indicó la señora Ministra de Planificación Nacional y Política Económica, Laura Fernández Delgado. Este importante avance marca un antes y un después en cómo se gestionan los recursos públicos en el país. La Ley del SNIP se erige como un pilar fundamental para asegurar una inversión eficiente, transparente y alineada con las necesidades y aspiraciones de la población costarricense. Este es un paso decisivo hacia el fortalecimiento de la infraestructura, la sostenibilidad y el desarrollo económico y social de Costa Rica y coloca al país a la altura de las mejores prácticas internacionales en la materia.
