Public procurement

Public procurement must be efficient, legally certain and make use of market competition, and at the same time promoting innovative solutions and taking into account environmental and social considerations. In this way, public procurement contributes to well-functioning public service for the benefit of citizens and the development of the business community, while ensuring that tax funds are used in the best way.

Procurement legislation is intended to facilitate the free movement of goods and services within the European Union. It offers Swedish companies new business opportunities. Companies competing with each other means taxpayers receive more value for their tax money.

The Government has today received an inquiry report on the possibility of countries outside the EU to take part in public procurements of municipalities, regions and government agencies. This memorandum includes proposals on amendments to public procurement legislation with the aim of protecting national interests and ensuring harmonisation with EU law.
