Mongala : auprès de Tshisekedi, le camp Bokumwana accuse le vice-gouverneur Ayaka Kuma de multiplier les conflits institutionnels
The lawyers of the Deputy Minister of the Budget, Élysée Bokumwana Maposo, contacted, through a memorandum consulted this Friday by 7SUR7.CD, the President of the Republic to contest the accusations made by the vice-governor of Mongala, Cédric Ayaka Kuma.
In their “clarification and reestablishment of the truth” document, they believe that the provincial authority is trying to make their client responsible for his legal and political setbacks.
At the heart of this affair is the indictment of the Attorney General at the Court of Cassation which led the Mongala Provincial Assembly to authorize proceedings against the vice-governor. In his memorandum, Cédric Ayaka Kuma denounced what he considers to be relentlessness orchestrated by several political figures, including the Deputy Minister of the Budget, Élysée Bokumwana. A thesis rejected en bloc by the latter's lawyers.
“Mr. Cédric Ayaka Kuma attests to being in conflict with almost the entire Provincial Assembly of Mongala, in that he affirms in his memorandum that the indictment, the traceability of which remains unclear to this day, was voted on with speed by 16 deputies out of the 20 in the Provincial Assembly of Mongala,” they write in their note addressed to the Head of State.
For the advice of Élysée Bokumwana, the vice-governor's difficulties go far beyond the framework of his dispute with the vice-minister of the Budget. They maintain that the person concerned is in opposition to several institutions of the Republic as well as different political figures.
“Mr Cédric Ayaka Kuma admits to being in conflict with the central Government in that he directly and personally attacks the person of the Deputy Prime Minister, Minister of the Interior, His Excellency Jacquemain Shabani Lukoo, by affirming in his note that his dismissal having failed, after several attempts, he was invited and blocked in Kinshasa for fourteen months, without valid reason”, underline the lawyers.
The document also maintains that the vice-governor maintains an open dispute with the courts, the Mongala Provincial Assembly, the provincial government as well as with several national figures.
Concerning the accusations against Élysée Bokumwana, the lawyers cite in particular an extract from the memorandum in which their client is directly implicated.
“This is how on July 15, 2025, in flagrant violation of the Constitution and the laws of the Republic, Mr. Élysée Bokumwana, Deputy Minister of the Budget of the Government of the Republic, will push the Provincial Assembly of Mongala to illegally convene an extraordinary session of a few hours for the sole purpose of voting in favor of the indictment,” asserts Cédric Ayaka Kuma in the contested memorandum.
The Bokumwana camp categorically rejects this accusation and considers that the vote of the Provincial Assembly is an institutional procedure independent of any political influence.
Beyond contesting the accusations made against their client, the lawyers devote several pages to retracing the journey of Cédric Ayaka Kuma. They mention in particular various legal proceedings, past convictions and several cases which they consider revealing of the personality of the vice-governor.
A political and legal battle taken to the top of the State
This pass of arms comes in a context of strong tensions within the province of Mongala. For several months, relations between the vice-governor, the Provincial Assembly and certain national authorities have gradually deteriorated against a backdrop of legal proceedings and political rivalries.
The memorandum sent by Cédric Ayaka Kuma to the President of the Republic aimed to denounce what he considers to be a series of injustices and maneuvers directed against his person. In response, the Bokumwana camp intends to convince the head of state that the proceedings against the vice-governor are the result of a normal judicial process and not a political cabal.
This confrontation by interposed memoranda now places the President of the Republic at the center of a file mixing political accusations, legal disputes and power rivalries in the province of Mongala.

Les avocats du vice-ministre du Budget, Élysée Bokumwana Maposo, ont saisi, à travers un mémorandum consulté ce vendredi par 7SUR7.CD, le président de la République pour contester les accusations formulées par le vice-gouverneur de la Mongala, Cédric Ayaka Kuma. Dans leur document de « mise au point et rétablissement de la vérité », ils estiment que l'autorité provinciale tente de faire porter à leur client la responsabilité de ses déboires judiciaires et politiques. Au cœur de cette affaire, figure le réquisitoire du procureur général près la Cour de cassation ayant conduit l'Assemblée provinciale de la Mongala à autoriser des poursuites contre le vice-gouverneur. Dans son mémorandum, Cédric Ayaka Kuma dénonçait ce qu'il considère comme un acharnement orchestré par plusieurs personnalités politiques, parmi lesquelles le vice-ministre du Budget, Élysée Bokumwana. Une thèse rejetée en bloc par les avocats de ce dernier. «Monsieur Cédric Ayaka Kuma atteste être en conflit avec la quasi-totalité de l'Assemblée provinciale de la Mongala, en ce qu'il affirme dans son mémorandum que le réquisitoire dont la traçabilité demeure floue jusqu'à ce jour a été voté avec célérité par 16 députés sur les 20 que compte l'Assemblée provinciale de la Mongala», écrivent-ils dans leur note adressée au chef de l'État. Pour les conseils d'Élysée Bokumwana, les difficultés du vice-gouverneur dépassent largement le cadre de son différend avec le vice-ministre du Budget. Ils soutiennent que l'intéressé est en opposition avec plusieurs institutions de la République ainsi qu'avec différentes personnalités politiques. «Monsieur Cédric Ayaka Kuma avoue être en conflit avec le Gouvernement central en ce qu'il s'attaque directement et personnellement à la personne du vice-premier ministre, ministre de l'Intérieur, Son Excellence Jacquemain Shabani Lukoo, en affirmant dans sa note que sa déchéance ayant échoué, après plusieurs tentatives, il fut invité et bloqué à Kinshasa pendant quatorze mois, sans raison valable», soulignent les avocats. Le document soutient également que le vice-gouverneur entretient un contentieux ouvert avec la justice, l'Assemblée provinciale de la Mongala, le gouvernement provincial ainsi qu'avec plusieurs personnalités nationales. Concernant les accusations dirigées contre Élysée Bokumwana, les avocats citent notamment un extrait du mémorandum dans lequel leur client est directement mis en cause. «C'est ainsi que le 15 juillet 2025, en violation flagrante de la Constitution et des lois de la République, Monsieur Élysée Bokumwana, vice-ministre du Budget du Gouvernement de la République, poussera l'Assemblée provinciale de la Mongala à convoquer illégalement une session extraordinaire de quelques heures dans l'unique but de voter en faveur du réquisitoire», affirme Cédric Ayaka Kuma dans le mémorandum contesté. Le camp Bokumwana rejette catégoriquement cette accusation et considère que le vote de l'Assemblée provinciale relève d'une procédure institutionnelle indépendante de toute influence politique. Au-delà de la contestation des accusations formulées contre leur client, les avocats consacrent plusieurs pages à retracer le parcours de Cédric Ayaka Kuma. Ils évoquent notamment diverses procédures judiciaires, des condamnations passées et plusieurs affaires qu'ils estiment révélatrices de la personnalité du vice-gouverneur. Une bataille politique et judiciaire portée jusqu'au sommet de l'État Cette passe d'armes intervient dans un contexte de fortes tensions au sein de la province de la Mongala. Depuis plusieurs mois, les relations entre le vice-gouverneur, l'Assemblée provinciale et certaines autorités nationales se sont progressivement détériorées sur fond de procédures judiciaires et de rivalités politiques. Le mémorandum adressé par Cédric Ayaka Kuma au président de la République visait à dénoncer ce qu'il considère comme une série d'injustices et de manœuvres dirigées contre sa personne. En réponse, le camp Bokumwana entend convaincre le chef de l'État que les poursuites engagées contre le vice-gouverneur résultent d'un processus judiciaire normal et non d'une cabale politique.
