Digital policy

Digitalisation policy is about using and promoting the opportunities that digitalisation brings to society: for individuals, businesses, civil society, and public administration. The area includes, among other things, efforts to digitalise public administration based on the needs of citizens. Digitalisation policy also concerns creating favourable conditions for digital infrastructure (broadband, digital mail, digital identity, and 5G), as well as enabling the development and use of new technologies such as data and artificial intelligence. Efforts to promote digital competence and digital leadership also fall within this area.

Sweden aims to take a leading role in artificial intelligence. The Government is now presenting a new AI strategy with the aim of providing more effective government agencies, clearer rules for businesses and better conditions for research. The objective is for Sweden to be among the world’s top 10 countries in the field of AI.

In May 2025, the government decided on a digitalisation strategy for 2025–2030 that sets the direction for the government’s digitalisation policy. The strategy covers five strategically important areas: digital competence, digitalisation of the business sector, digitalisation of public administration, digitalisation of welfare services, and connectivity. Issues related to artificial intelligence (AI), access to data, and security are addressed where relevant within the five strategic areas.

On 22 September, the Global Digital Compact (GDC), the first framework for global governance of digital technology, was adopted in connection with the UN Summit of the Future in New York.
