AyA presenta plan para acelerar inversiones

May 8, 2024 – 90% of the population in Costa Rica has access to drinking water; In addition, it is the second safest in Latin America to drink water from the tube and it is the third country that has one of the places where it rains the most in the world.
However, despite these good results, there are important gaps due to the lack of planning and execution of investments in infrastructure, which affects the quality, continuity and quantity of drinking water supplied to Costa Ricans.
That is why, in this new AyA we aim to strengthen our management, rapidly develop investment projects and optimize aqueduct systems in such a way that we can guarantee access to drinking water and high-quality sanitation services for the entire population.
In the quest to improve water infrastructure throughout the country, AyA presented its investment acceleration plan, which consists of 45 high-priority projects that involve the management of 70 tenders by 2026 and which has a cost that exceeds 284 billion colones ($564 million).
"We are decisively moving forward, being clear that our objective is to accelerate these projects, to develop more infrastructure because this will imply meeting the needs of millions of people," said Juan Manuel Quesada, Executive President of AyA.
The acceleration plan includes projects aimed at: 1. protecting water resources, 2. reducing water losses, 3. improving and developing new drinking water and sanitation infrastructure in rural and urban communities.
In terms of drinking water, the plan includes 41 projects, distributed in six provinces of the country, which will integrate 30 new water sources that will add more than 200 million liters per day to our systems, which will allow the storage of
more than 47 million liters of water, as well as the construction of 619 kilometers of drinking water pipelines. The country will allocate more than 160 billion colones ($324 million) to the development of these projects.
For its part in terms of sanitation, the plan contains four projects, the construction of 78 pumping stations, the installation of 710 kilometers of pipes that will allow the treatment of more than 52 million liters of wastewater. The estimated cost of these projects is 120 billion colones ($240 million).
AyA project portfolio
Until three months ago, AyA did not have a portfolio that would allow it to manage its projects responsibly and efficiently; however, under Quesada's administration, said portfolio has been built and is made up of 179 projects and 212 initiatives.
To make viable all projects and initiatives in the portfolio that do not have financing, AyA will continue with the institutional and tariff financial analysis, which will allow defining an appropriate strategy to promote their successful execution.
The leader pointed out that: "in order to solve the water problem we not only have to put the house in order, but we must do it quickly. This is how we are doing it. Thanks to this effort we have a portfolio and we have an investment acceleration plan for the country."
The portfolio is a management instrument and by its nature is dynamic; which will allow AyA to adequately manage the projects, allocate resources to strategically advance each of them; portfolio to which projects that respond to the new needs of Costa Ricans will be added. Likewise, this instrument will make institutional management transparent, and it will be available on the institution's website www.aya.go.cr; To this end, tools have been built to facilitate understanding of the acceleration plan.
Incorporation of new water sources
As part of the investment acceleration plan carried out by AyA, this year eight new water sources have been incorporated into our system, which translates into more than 24 million liters of water delivered daily to Costa Ricans.
Additionally, AyA will redouble efforts to incorporate 30 additional water sources, which will be incorporated throughout the remainder of this year and in 2025, and which are expected to integrate 82 million liters of water daily into the system.
The president of AyA indicated that: "in addition to making adequate use of the country's water resources, we are already preparing for next summer. Incorporating new sources will allow us to have more water available in the coming dry seasons."
The AyA is not only thinking about the development of new infrastructure for the country, but is also working on the optimization of existing infrastructure. To do this, the institution will replace 400,000 meters, install 6,000 macrometers, install more than 83 kilometers of pipeline, 3,500 control valves and 300 recorders to control pressure.
These measures will allow better management of the network, better attention to leaks and the reduction of unaccounted for water losses.

“Para poder dar solución al problema del agua no solo tenemos que ordenar la casa, sino, que debemos hacerlo rápido, así es como lo estamos haciendo” 8 de mayo de 2024 –El 90% de la población en Costa Rica tiene acceso a agua potable; además, es el segundo en Latinoamérica más seguro para tomar agua del tubo y es el tercer país que cuenta con uno de los lugares donde más llueve en el mundo. Sin embargo, a pesar de estos buenos resultados, existen brechas importantes por la falta de planificación y ejecución de inversiones en infraestructura, lo cual provoca una afectación en la calidad, continuidad y cantidad del agua potable que se suministra a los costarricenses. Es por eso que, en esta nueva AyA tenemos como objetivo fortalecer nuestra gestión, desarrollar de forma acelerada proyectos de inversión y optimizar los sistemas de acueductos de tal forma que podamos garantizar el acceso a agua potable y servicios de saneamiento de alta calidad para toda la población. En la búsqueda de mejorar la infraestructura hídrica en todo el país, el AyA presentó su plan de aceleración de inversiones, el cual consta de 45 proyectos de alta prioridad que implican la gestión de 70 licitaciones al 2026 y que tiene un costo que supera los 284 000 millones de colones ($564 millones). "De forma decidida estamos avanzando, teniendo claro que nuestro objetivo es acelerar estos proyectos, desarrollar más infraestructura porque ello implicará la atención de necesidades de millones de personas” afirmó, Juan Manuel Quesada, Presidente Ejecutivo del AyA. El plan de aceleración incluye proyectos dirigidos a: 1. proteger los recursos hídricos, 2. reducir las pérdidas de agua, 3. mejorar y desarrollar nueva infraestructura de agua potable y saneamiento en comunidades rurales y urbanas. En materia de agua potable el plan comprende 41 proyectos, distribuidos en seis provincias del país, que integrarán 30 nuevas fuentes de agua que sumarán más de 200 millones de litros por día a nuestros sistemas, que permitirá el almacenamiento de más de 47 millones de litros de agua, así como, la construcción de 619 kilómetros de tuberías de agua potable. El país destinará más de 160 000 millones de colones ($324 millones) al desarrollo de estos proyectos. Por su parte en materia de saneamiento, el plan contiene cuatro proyectos, la construcción de 78 estaciones de bombeo, la instalación de 710 kilómetros de tuberías que permitirán el tratamiento de más 52 millones de litros de agua residuales. El costo estimado de estos proyectos es de 120 000 millones de colones ($240 millones). Portafolio de proyectos del AyA Hasta hace tres meses el AyA no contaba con un portafolio que le permitiera gestionar de una forma responsable y eficiente sus proyectos, no obstante lo anterior, bajo la administración de Quesada, dicho portafolio se ha construido y lo conforma 179 proyectos y 212 iniciativas. Para hacer viable todos proyectos e iniciativas del portafolio que no cuentan con financiamiento, el AyA continuará con el análisis financiero institucional y tarifario, que permitirá definir una estrategia adecuada para impulsar su ejecución exitosa. El jerarca señaló que: “para poder dar solución al problema del agua no solo tenemos que ordenar la casa, sino, que debemos hacerlo rápido. Así es como lo estamos haciendo. Gracias a este esfuerzo tenemos un portafolio y tenemos un plan de aceleramiento de inversión para el país”. El portafolio es un instrumento de gestión y por su naturaleza es dinámico; que le permitirá al AyA administrar de forma adecuada los proyectos, destinar recursos para avanzar de forma estratégica en cada uno de ellos; portafolio al cual se le irán agregando los proyectos que respondan a atender las nuevas necesidades de los costarricenses. Así mismo, este instrumento permitirá transparentar la gestión institucional, siendo que el mismo estará disponible en la página web de la institución www.aya.go.cr ; para ello se han construido herramientas para facilitar la comprensión del plan de aceleramiento. Incorporación de nuevas fuentes de agua Como parte del plan de aceleramiento de inversión que lleva a cabo el AyA, este año se han incorporado ocho nuevas fuentes de agua a nuestro sistema, que se traduce en más de 24 millones de litros de agua que se entrega diariamente a los costarricenses. Adicionalmente, el AyA redoblará esfuerzos para la incorporación de 30 fuentes de agua adicionales, que se irán incorporando en lo que resta de este año y en el 2025, y que se espera integren al sistema 82 millones litros de agua diarios. El presidente del AyA indicó que: “además de que estamos haciendo un adecuado uso del recurso hídrico del país, ya nos estamos preparando para el próximo verano. Incorporar nuevas fuentes nos permitirá tener más agua disponible en las próximas épocas secas”. El AyA no solo está pensando en el desarrollo de nueva infraestructura para el país, sino, también está trabajando en la optimización de la infraestructura existente. Para ello la institución sustituirá 400 mil medidores, instalará 6 000 macromedidores, instalará más de 83 kilómetros de tubería, 3 500 válvulas de control y 300 registradores para controlar la presión. Estas medidas permitirán gestionar mejor la red, una mejor atención de las fugas y la reducción de pérdidas de agua no contabilizada.
