FONDO DE PREINVERSIÓN DE MIDEPLAN FINANCIARÁ 22 PLANES REGULADORES DE MUNICIPALIDADES DE ESCASOS RECURSOS
MIDEPLAN, San José, Costa Rica, 05/22/24 – The Preinvestment Fund of the Ministry of National Planning and Economic Policy (Mideplan), approved important financing for 22 municipalities with limited resources and rural areas to finance their regulatory plans. The approved amount amounts to a total of ₡3,004,662,300 and will be administered by the Municipal Development and Consulting Institute (IFAM), under the Non-Refundable Transfer modality. The beneficiary cantons are Talamanca, Pococí, Guácimo, Matina, Buenos Aires, Osa, Golfito, Corredores, Puerto Jiménez, Coto Brus, Acosta, Turrubares, Tarrazú, Dota, León Cortés, San Mateo, Los Chiles, Guatuso, Nandayure, Hojancha, Abangares and Monteverde; municipalities that until now have faced limitations due to the lack of resources to have a regulatory framework that facilitates adequate management of their communities. "Territorial planning is the cornerstone of any planning process, it provides legal security to the development of all economic and social activities, as well as the correct protection of natural resources. Cantonal competitiveness, the take-off in development that we so long for our country, has been often truncated by the absence of Regulatory Plans in multiple cantons. From MIDEPLAN we do not want the economic limitations of some cantons to be the reason for not having this important tool, which is why we will provide them with the resources necessary,” said Laura Fernández Delgado, Minister of MIDEPLAN. These plans will provide an updated and efficient tool for territorial planning, ensuring balanced socioeconomic development consistent with the conservation of the environment and natural resources. The initiative arises in response to the urgent need of the cantons to have a regulatory framework that facilitates adequate management of growth and urbanization. For his part, Jorge Ocampo Executive President of IFAM, highlighted the role as executor of these resources that IFAM will have and how these will be transferred to the municipalities: "At IFAM we are committed to ensuring that the 84 municipalities in the country have their regulatory plans. In relation to these 22 municipalities, these 22 contracts have already been signed, so that these municipalities, which have shown that they are the ones that need the most support, can complete their urban planning process, and really have the resources to finalize their regulatory plan, which allows them to have greater territorial planning and, above all, greater possibility of attracting investment and development for their communities.” The development of regulatory plans will be reinforced with new guidelines for their formulation thanks to the work of INVU, who has updated procedures and procedures to simplify and make the preparation of these plans more efficient. In this regard, Mrs. Ángela Mata Montero, executive president of the National Institute of Housing and Urban Planning (INVU) and Minister of MIVAH, indicates "The Regulatory Plans are vital in the development of the cantons. These Municipalities have the possibility of having this urban planning instrument that will open investment opportunities, give legal security to their inhabitants, but above all will allow adequate development according to the needs of each canton. With this we are breaking down another obstacle and we continue working to support Local Governments." This integrated approach ensures that the Local development is carried out in a way that respects and promotes environmental and social sustainability, marking a milestone in national and regional strategic planning in Costa Rica.

MIDEPLAN, San José, Costa Rica, 22/05/24 – El Fondo de Preinversión del Ministerio de Planificación Nacional y Política Económica (Mideplan), aprobó un importante financiamiento a 22 municipalidades de escasos recursos y de zonas rurales para que financien sus planes reguladores. El monto aprobado asciende a un total de ₡3.004.662.300 y será administrado por el Instituto de Fomento y Asesoría Municipal (IFAM), bajo la modalidad de Transferencia No Reembolsable. Los cantones beneficiados son Talamanca, Pococí, Guácimo, Matina, Buenos Aires, Osa, Golfito, Corredores, Puerto Jiménez, Coto Brus, Acosta, Turrubares, Tarrazú, Dota, León Cortés, San Mateo, Los Chiles, Guatuso, Nandayure, Hojancha, Abangares y Monteverde; municipios que hasta ahora han enfrentado limitaciones por la falta de recursos para contar con un marco regulador que facilite una gestión adecuada de sus comunidades. “El ordenamiento territorial es la piedra angular de todo proceso de planificación, brinda seguridad jurídica al desarrollo de todas las actividades económicas, sociales, así como el correcto resguardo de los recursos naturales. La competitividad cantonal, el despegue en el desarrollo que tanto anhelamos para nuestro país se ha visto en muchas ocasiones truncado por la ausencia de Planes Reguladores en múltiples cantones. Desde el MIDEPLAN no queremos que las limitaciones económicas de algunos cantones sean la razón para no contar con esta importante herramienta, por eso les dotaremos de los recursos necesarios”, señaló Laura Fernández Delgado, Ministra del MIDEPLAN. Estos planes proporcionarán una herramienta actualizada y eficiente para la planificación territorial, asegurando un desarrollo socioeconómico equilibrado y coherente con la conservación del medio ambiente y los recursos naturales. La iniciativa surge en respuesta a la necesidad urgente de los cantones por contar con un marco regulador que facilite una gestión adecuada del crecimiento y la urbanización. Por su parte, Jorge Ocampo Presidente Ejecutivo del IFAM, destacó el rol como ejecutor de estos recursos que tendrá el IFAM y como estos serán trasladados a las municipalidades: “Desde el IFAM estamos comprometidos a que las 84 municipalides del país tengan sus planes reguladores. Con relación a estas 22 municipalidades ya se firmaron estos 22 contratos, para que estas municipalidades que han demostrado que son las que necesitan más fuerte apoyo, puedan culminar con su proceso de planificación urbana, y realmente contar con los recursos para finalizar su plan regulador, que les permita tener mayor ordenamiento territorial y sobre todo mayor posibilidad de atracción de inversiones y desarrollo para sus comunidades.” El desarrollo de los planes reguladores se verá reforzado con nuevas pautas para su formulación gracias al trabajo del INVU, quien ha actualizado trámites y procedimientos para simplificar y hacer más eficiente la elaboración de estos planes. Al respecto la señora Ángela Mata Montero presidente ejecutiva del Instituto Nacional de Vivienda y Urbanismo (INVU) y Ministra MIVAH indica “Los Planes Reguladores son vitales en el desarrollo de los cantones, estas Municipalidades tienen la posibilidad de contar con este instrumento de planificación urbana que les abrirá oportunidades de inversión, dará seguridad jurídica a sus habitantes, pero sobre todo permitirá un desarrollo adecuado a según las necesidades de cada cantón. Con esto estamos derribando otro obstáculo y seguimos trabajando para apoyar a los Gobiernos Locales” Este enfoque integrado asegura que el desarrollo local se realice de manera que respete y promueva la sostenibilidad ambiental y social, marcando un hito en la planificación estratégica nacional y regional en Costa Rica.
