Gobierno asignará 4.000 cupos de Red de Cuido para niños y niñas en pobreza y vulnerabilidad
• Interinstitutional agreement will allow 100% of the installed capacity of the three executing units of the Care Network to be used. • Through SINIRUBE, available spaces in care centers throughout the country will be identified and referenced. May 22, 2024. Through an inter-institutional agreement, the Government of the Republic will assign 4,000 places in the National Child Care and Development Network. Boys and girls in situations of poverty and vulnerability throughout the country will have access to these services. The initiative consists of unifying the identification of available spaces and expanding coverage based on the eligible records held by the program's Executing Units. Inter-institutional referencing and identification of the user population will be carried out through the National Information System and Single Registry of State Beneficiaries (SINIRUBE). The agreement was signed by leaders of the Joint Institute for Social Assistance (IMAS), the National Children's Trust (PANI), the National Directorate of Education and Nutrition Centers and Children's Comprehensive Care Centers (CEN-CINAI) and the Technical Secretariat of the National Network for Child Care and Development. Yorleny León Marchena, Minister of Human Development and Social Inclusion and Executive President of IMAS, stated that the agreement seeks greater efficiency in allocating places for boys and girls from the most vulnerable households. “This agreement materializes the Government's instruction to inject greater efficiency into the social sector to expand coverage, breaking down the barriers of 'you can't' and functioning as institutions that integrate a system and not as islands, also promoting SINIRUBE as a cornerstone of social policy in the country," said Minister León. To achieve this goal, CEN-CINAI will register information on care centers with available spaces. For their part, the IMAS and the PANI will identify the households that request these services and that are in a condition of poverty or vulnerability -according to the SINIRUBE categorization-. Subsequently, all available spaces in the Executing Units of the Care Network program will be assigned. The Executive President of PANI, Kennly Garza Sánchez, indicated that: "From the 57 Local Offices of the National Children's Trust throughout the country, children will be identified for whom access to a child care and development service in the spaces identified in CEN-CINAI, becomes a protective factor. In REDCUDI, they are guaranteed comprehensive care; but also that their fathers and mothers can go to work with the certainty that their sons and daughters are well cared for and, in particular, it makes it easier for women heads of household to achieve their social and economic autonomy. This articulated work between CENCINAI, IMAS and PANI strengthens and guarantees the efficient and effective use of the resources of the entire child care and development system so that it continues to be publicly accessible, universal and with solidarity financing. 635 establishments located throughout the national territory, giving girls and boys the opportunity to remain in quality daily care services, facilitating the incorporation of the people responsible for their guardianship into the productive and educational process of the country. And with this, contribute to improving the comprehensive care of the maternal and child population and the adequate development of children, who live in conditions of poverty and/or social risk. With the signing of this agreement, without a doubt, the circle of poverty existing in the country will gradually be reduced," said Marianella Ribas Fallas, National Director of CEN-CINAI. The signing of the agreement took place on May 22 during the press conference of the Presidency of the Republic.

El acuerdo fue suscrito por jerarcas del Instituto Mixto de Ayuda Social (IMAS), el Patronato Nacional de la Infancia (PANI), la Dirección Nacional de Centros de Educación y Nutrición y de Centros Infantiles de Atención Integral (CEN-CINAI) y la Secretaría Técnica de la Red Nacional de Cuido y Desarrollo Infantil. Yorleny León Marchena, Ministra de Desarrollo Humano e Inclusión Social y Presidenta Ejecutiva del IMAS, afirmó que el convenio busca la mayor eficiencia en la asignación de cupos para niños y niñas de los hogares más vulnerables. “Este convenio materializa la instrucción del Gobierno de inyectar mayor eficiencia en el sector social para ampliar coberturas, derribando las barreras del ‘no se puede’ y funcionando como instituciones que integramos un sistema y no como islas, potenciando además el SINIRUBE como piedra angular de la política social en el país”, manifestó la ministra León. Para lograr este cometido, el CEN-CINAI registrará la información de los centros de cuido con espacios disponibles. Por su parte, el IMAS y el PANI identificarán los hogares que soliciten dichos servicios y que se encuentren en condición de pobreza o vulnerabilidad -según categorización del SINIRUBE-. Posteriormente, se asignarán todos los cupos disponibles en las Unidades Ejecutoras del programa de Red de Cuido. La Presidenta Ejecutiva del PANI, Kennly Garza Sánchez, indicó que: “Desde las 57 Oficinas Locales del Patronato Nacional de la Infancia en todo el país, se identificarán los niños y niñas para los que, acceder a un servicio de cuido y desarrollo infantil en los cupos identificados en CEN-CINAI, se convierta en un factor protector. En la REDCUDI, ellos y ellas tiene garantizada su atención integral; pero también que sus padres y madres puedan ir a trabajar con la certeza que sus hijos e hijas están bien cuidados y en especial, se facilita a las mujeres jefas de hogar alcanzar su autonomía social y económica. Este trabajo articulado entre CENCINAI, IMAS y PANI fortalece y garantiza el uso eficiente y eficaz de los recursos de todo el sistema de cuido y desarrollo infantil para que siga siendo de acceso público, universal y de financiamiento solidario. “Para la Dirección Nacional de CEN-CINAI, la firma de este convenio es de suma relevancia, pues el trabajo realizado previamente permitió identificar los cupos disponibles en los 635 establecimientos ubicados a lo largo y ancho del territorio nacional, brindando a las niñas y los niños la oportunidad de permanecer en servicios de atención diaria de calidad, facilitando la incorporación de las personas responsables de su tutela al proceso productivo y educativo del país. Y con ello contribuir a mejorar la atención integral de la población materno-infantil y el adecuado desarrollo de la niñez, que viven en condiciones de pobreza y/o riesgo social. Con la firma de este convenio, sin lugar a duda, se reducirá gradualmente el círculo de la pobreza existente en el país”, afirmó Marianella Ribas Fallas, Directora Nacional de CEN-CINAI. La firma del acuerdo se dio el 22 de mayo durante la conferencia de prensa de la Presidencia de la República.
