Gobierno impulsa proyecto del Centro Penitenciario de Máxima Seguridad y fortalece transparencia del régimen APP
The Minister of the Presidency, Juan Carlos Orillac, today presided over the first ordinary session of 2026 of the Governing Body of the Public-Private Partnerships (APP) regime. At the meeting, strategic decisions were addressed aimed at institutional strengthening, transparency and expansion of the PPP project portfolio in Panama, highlighting the progress of the Maximum Security Penitentiary Center project under the PPP modality.
During the session, held in the Paz Room of the Las Garzas Palace, two Resolutions were presented and approved. Among them, ER-03-P6-2026 dated May 27, 2026, which authorizes advancing to Phase 2 of feasibility analysis, approving the implementation of the PPP project and authorizing its future bidding, in accordance with the provisions of Executive Decree No. 58 of June 26, 2025, which modernizes and streamlines the structuring processes of PPP projects in the country.
"This is the third project in which the National Government uses the PPP mechanism, and it has advanced quite quickly. In this case, the Ministry of Government has taken the initiative to go with this model for a maximum security center. It is a penitentiary center to house around 2,000 people deprived of liberty in modern facilities. In about nine months the bidding could be taking place, which will generate interest in participating on the part of construction companies from different areas or countries," highlighted Minister Orillac.
Likewise, he highlighted that the PPP modality is a mechanism that in the past took a long time, but that today is giving results thanks to the regulatory adjustments and improvements applied by the current administration to streamline the processes. He explained that this modality allows projects to be developed in situations of financial limitation, with the particular advantage of including the maintenance and operation of the work in the long term.
The Maximum Security Penitentiary Center project, promoted by the Ministry of Government (Mingob), is one of the most relevant social infrastructure plans within the diversification strategy of the national PPP portfolio, incorporating efficient and sustainable solutions to strengthen the Panamanian prison system. The initiative contemplates the development of specialized infrastructure under high technical standards, with performance, operational efficiency and sustainability criteria aligned with the best international practices.
As part of the session, representatives of Mingob, as well as technical and financial specialists from the structuring team, participated courtesy of the room.
"As a ministry we have been promoting this type of projects due to overpopulation in all penitentiary centers. This model - like the one developed in Colón and the one already delivered in La Esmeralda, which today is a dream come true in 18 months by this administration - in some way also allows us to carry out resocialization programs. With a maximum security prison we will be able to properly classify prisoners with this type of profiles," explained Jorge Torregroza, director of the General Directorate of the Penitentiary System.
On the other hand, the Governing Body approved Resolutions ER-01-I1-2026 and ER-02-I2-2026, corresponding to the quarterly reports on the execution of PPP contracts for the third and fourth quarter of 2025. Also the Annual Report on the execution of PPP contracts for the fiscal period 2025, in compliance with Law 93 of September 19, 2019, reaffirming the commitment of the PPP regime with the transparency, accountability and permanent monitoring of projects in execution.
Likewise, the National PPP Secretariat presented the main efforts carried out during the period between July 2024 and April 2026, highlighting regulatory advances, institutional strengthening, structuring of new projects and actions aimed at consolidating the PPP ecosystem in Panama.
With these actions, the National Government continues to strengthen the PPP model as a strategic tool to mobilize private capital for the development of public infrastructure, promoting projects capable of generating economic and social impact for the country.
Also participating in the meeting were José Luis Andrade; Minister of Public Works; Vice Chancellor Carlos Hoyos; and Ana Julia Carreira, national secretary of APP, among other representatives of institutions. The Governing Body of Public-Private Partnerships is made up of the Ministry of the Presidency, the Ministry of Public Works (MOP), the Ministry of Economy and Finance (MEF), the Ministry of Commerce and Industries (MICI), the Ministry of Foreign Affairs and the Comptroller General of the Republic.

El ministro de la Presidencia, Juan Carlos Orillac, presidió hoy la primera sesión ordinaria de 2026 del Ente Rector del régimen de Asociaciones Público-Privadas (APP). En el encuentro se abordaron decisiones estratégicas orientadas al fortalecimiento institucional, la transparencia y la expansión del portafolio de proyectos APP en Panamá, destacando el avance del proyecto del Centro Penitenciario de Máxima Seguridad bajo la modalidad APP. Durante la sesión, realizada en el Salón Paz del Palacio de Las Garzas, se presentaron y aprobaron sendas Resoluciones. Entre ellas, la ER-03-P6-2026 de fecha 27 de mayo de 2026, que autoriza avanzar a la Fase 2 de análisis de factibilidad, aprobar la implementación del proyecto APP y autorizar su futura licitación, conforme a lo dispuesto en el Decreto Ejecutivo No. 58 de 26 de junio de 2025, que moderniza y agiliza los procesos de estructuración de proyectos APP en el país. “Este es el tercer proyecto en el que el Gobierno Nacional utiliza el mecanismo de APP, y ha avanzado bastante rápido. En este caso, el Ministerio de Gobierno ha tomado la iniciativa de irse por este modelo para un centro de máxima seguridad. Se trata de un centro penitenciario para albergar a alrededor de 2,000 personas privadas de libertad en instalaciones modernas. En unos nueve meses pudiera estar dándose la licitación, lo que generará interés por participar por parte de las empresas constructoras de diferentes áreas o países”, destacó el ministro Orillac. Asimismo, resaltó que la modalidad APP es un mecanismo que en el pasado tomaba mucho tiempo, pero que hoy está dando resultados gracias a las adecuaciones y mejoras regulatorias aplicadas por la actual administración para agilizar los procesos. Explicó que esta modalidad permite desarrollar proyectos en situaciones de limitación financiera, con la ventaja particular de incluir el mantenimiento y la operación de la obra a largo plazo. El proyecto del Centro Penitenciario de Máxima Seguridad, impulsado por el Ministerio de Gobierno (Mingob), es uno de los planes de infraestructura social más relevantes dentro de la estrategia de diversificación del portafolio APP nacional, incorporando soluciones eficientes y sostenibles para fortalecer el sistema penitenciario panameño. La iniciativa contempla el desarrollo de infraestructura especializada bajo altos estándares técnicos, con criterios de desempeño, eficiencia operativa y sostenibilidad alineados con las mejores prácticas internacionales. Como parte de la sesión, participaron en cortesía de sala representantes del Mingob, así como especialistas técnicos y financieros del equipo estructurador. “Como ministerio hemos estado impulsando este tipo de proyectos debido a la sobrepoblación en todos los centros penitenciarios. Este modelo —como el que se desarrolla en Colón y el que ya se entregó en La Esmeralda, que hoy un sueño hecho realidad en 18 meses por esta administración— de alguna forma nos permite también llevar los programas de resocialización. Con una cárcel de máxima seguridad podremos hacer debidamente la clasificación de privados de libertad con este tipo de perfiles”, explicó Jorge Torregroza, director de la Dirección General del Sistema Penitenciario. Por otro lado, el Ente Rector aprobó las Resoluciones ER-01-I1-2026 y ER-02-I2-2026, correspondientes a los informes trimestrales de ejecución de los contratos APP del tercer y cuarto trimestre de 2025. También el Informe Anual sobre ejecución de los contratos APP de la vigencia fiscal 2025, en cumplimiento con la Ley 93 de 19 de septiembre de 2019, reafirmando el compromiso del régimen APP con la transparencia, la rendición de cuentas y el seguimiento permanente de los proyectos en ejecución. De igual forma, la Secretaría Nacional de APP presentó las principales gestiones desarrolladas durante el período comprendido entre julio de 2024 y abril de 2026, destacando avances regulatorios, fortalecimiento institucional, estructuración de nuevos proyectos y acciones orientadas a consolidar el ecosistema APP en Panamá. Con estas acciones, el Gobierno Nacional continúa fortaleciendo el modelo APP como una herramienta estratégica para movilizar capital privado para el desarrollo de infraestructura pública, promoviendo proyectos capaces de generar impacto económico y social para el país. En la reunión participaron, además, José Luis Andrade; ministro de Obras Públicas; el vicecanciller Carlos Hoyos; y Ana Julia Carreira, secretaria nacional de APP, entre otros representantes de instituciones. El Ente Rector de Asociaciones Público-Privadas lo conforman el Ministerio de la Presidencia, el Ministerio de Obras Públicas (MOP), Ministerio de Economía y Finanzas (MEF), Ministerio de Comercio e Industrias (MICI), Ministerio de Relaciones Exteriores y la Contraloría General de la República.
