Histórico: ITAIPU-Tesãi entrega de sofisticados equipamientos para el Instituto Nacional de Cardiología
Unique in Paraguay due to its characteristics
Acquisition and installation of a new state-of-the-art angiography device with advanced technology, unique in Paraguay due to its characteristics and technical specifications. This equipment will allow the replacement of the previous angiograph after 13 years of use, contributing significantly to optimizing hemodynamic procedures, increasing the volume of cardiovascular studies and procedures, improving the quality of specialized care, in addition to strengthening the medical services of the San Jorge Military Hospital.
The equipment acquired was 1 (one) latest generation angiograph, 2 (two) extracorporeal circulation machines for cardiac surgeries, X-ray equipment (C-arm) for pacemaker implantation and electrophysiological studies, as well as Holter equipment for studies of cardiac arrhythmias.

“This investment of close to 30,000 million guaraníes represents opportunities to save lives, perform more highly complex procedures and provide higher quality care to thousands of Paraguayans who depend on the public health system,” said Eng. Justo Zacarias, Paraguayan general director of the ITAIPU Binacional.
Director Zacarías Irún commented that, at the beginning of his administration, the intention was already to acquire an angiograph and the budgeted resources reached 14 billion guaraníes. However, due to the dispute over the prices and technical authorization of the devices, it could not be closed, so its acquisition was reconsidered. “Finally, we ended up buying the angiograph for just over G7,000 million and with the economy we managed to buy other equipment,” he said.
The Paraguayan head of the Binacional also recalled that 55 Holter monitoring devices, which are being used for the treatment of heart conditions, have already been distributed to the health system through the National Institute of Cardiology.
Thanks to significant savings in the negotiation with the supplier company, the angiograph was acquired at a cost lower than the market price, which made it possible to include other medical equipment requested by the hospital management, according to data from the Tesãi Foundation.
“Thanks to the efficiency, transparency and honesty in the purchase of the angiograph, we are talking about million-dollar savings in the acquisition of the other three machines that were added to the batch of equipment that was delivered to the Hospital, through the resources provided by the Binational ITAIPU,” stated Dr. Fernando Bittiger.
The event was attended by the President of the Republic Santiago Peña Palacios, the First Lady of the Nation Leticia Ocampos, the Minister of Public Health and Social Welfare (MSPyBS) Dr. María Teresa Barán, Paraguayan general director of the Binational ITAIPU Ing. Justo Zacarias Irún, Dr. César Delmás, director of the National Institute of Cardiology "Prof. Dr. Juan Cattoni", Dr. Fernando Bittinger, executive manager of the Foundation Tesãi, Lic. Gricelda Escobar, administrative manager (Tesãi Foundation), Lic. Pedro Peña Gómez de la Fuente, financial manager (Tesãi Foundation), as well as medical coordinators, specialists and white-collar personnel from the San Jorge Military Hospital.
For the installation of the new equipment, prior work was carried out to retrofit the room and physical space by the contracting company. Dr. César Delmás, general director of the San Jorge Military Hospital, explained the main functionalities of the new angiograph and its impact on medical care:
"It is a device or device that emits rays that allows visualization of the human body through catheters and other work methodologies. It allows procedures such as coronary stents, closure of congenital defects, pacemaker implantation and other devices that are inserted into the body."
Likewise, he highlighted that the new equipment will allow optimizing the care capacity of the cardiology service, taking into account the high volume of patients. "In cardiology we handle an immense number of patients. Previously we performed between 10 and 12 catheterizations per day. With this new equipment, operational capacity can be significantly optimized."
The hospital serves low-income patients from the central area and the interior of the country, so the social impact of the project will be significant in the care of cardiovascular diseases.
The Binational ITAIPU, through the Government of Paraguay and the MSPYBS, has been promoting strategies aimed at strengthening public health. These actions focus on improving specialized care in medium and high complexity centers, such as the National Institute of Cardiology that operates within the San Jorge Military Hospital.
“The greatest achievement and satisfaction is that all these investments will be within the reach of the Paraguayan people, especially humble people who do not have access to private services,” said the head of ITAIPU Binacional.
This project reaffirms the joint commitment of ITAIPU Binacional, the Ministry of Public Health and Social Welfare and the Tesãi Foundation in the continuous improvement of specialized medical services and in equitable access to health for the entire population.

Único en el Paraguay por sus características Adquisición e instalación de un nuevo dispositivo angiógrafo de última generación y avanzada tecnología, único en el Paraguay por sus características y especificaciones técnicas. Este equipamiento permitirá reemplazar el angiógrafo anterior luego de 13 años de uso, contribuyendo significativamente a optimizar los procedimientos de hemodinamia, incrementar el volumen de estudios y procedimientos cardiovasculares, mejorar la calidad de atención especializada, además de fortalecer los servicios médicos del Hospital Militar San Jorge. Los equipos adquiridos fueron 1 (un) angiógrafo de última generación, 2 (dos) máquinas de circulación extracorpórea para cirugías cardíacas, equipo de rayos X (Arco en “C”) para implante de marcapasos y estudios electrofisiológicos, además de equipo Holter para estudios de arritmias cardíacas. La salud de la gente seguirá siendo nuestra prioridad “Esta inversión cercana a los 30.000 millones de guaraníes representa oportunidades para salvar vidas, realizar más procedimientos de alta complejidad y brindar atención de mayor calidad a miles de paraguayos que dependen del sistema público de salud”, manifestó el Ing. El director Zacarías Irún comentó que, al inicio de su gestión, ya se tenía la intención de adquirir un angiógrafo y los recursos presupuestados alcanzaban los 14 mil millones de guaraníes. Sin embargo, debido a la disputa por los precios y la habilitación técnica de los artefactos no se pudo cerrar, por lo que se replanteó de vuelta su adquisición. “Finalmente, acabamos comprando el angiógrafo en poco más de G 7.000 millones y con la economía conseguimos comprar otros equipos”, acotó. El titular paraguayo de la Binacional también recordó que ya fueron distribuidos al sistema de salud, a través del Instituto Nacional de Cardiología, 55 equipos de monitorización Holter, que se están utilizando para el tratamiento de afecciones del corazón. Gracias a un ahorro significativo en la negociación con la empresa proveedora, se logró adquirir el angiógrafo a un costo inferior al precio de mercado, lo que permitió incluir otros equipamientos médicos solicitados por la dirección del hospital, según datos de la Fundación Tesãi. “Gracias a la eficiencia, la transparencia y honestidad en la compra del angiógrafo, estamos hablando de un ahorro millonario en la adquisición de las otras tres máquinas que se sumaron al lote de los equipos que fueron entregados al Hospital, mediante los recursos proveídos por la ITAIPU Binacional”, aseveró el Dr. Fernando Bittiger. El acto contó con la presencia del Presidente de la República Santiago Peña Palacios, la Primera Dama de la Nación Leticia Ocampos, la Ministra de Salud Pública y Bienestar Social (MSPyBS) Dra. María Teresa Barán, director general paraguayo de la ITAIPU Binacional Ing. Justo Zacarias Irún, Dr. César Delmás, director del Instituto Nacional de Cardiología “Prof. Dr. Juan Cattoni”, Dr. Fernando Bittinger, gerente ejecutivo de la Fundación Tesãi, Lic. Gricelda Escobar, gerente administrativa (Fundación Tesãi), Lic. Pedro Peña Gómez de la Fuente, gerente financiero (Fundación Tesãi), además de coordinadores médicos, especialistas y personal de blanco del Hospital Militar San Jorge. Para la instalación del nuevo equipamiento se realizaron trabajos previos de readecuación de sala y espacio físico a cargo de la empresa contratista. El Dr. César Delmás, director general del Hospital Militar San Jorge, explicó las principales funcionalidades del nuevo angiógrafo y su impacto en la atención médica: “Es un aparato o dispositivo que emite rayos que permite visualizar el cuerpo humano mediante catéteres y otras metodologías de trabajo. Permite realizar procedimientos como stent coronario, cierre de defectos congénitos, implante de marcapasos y otros dispositivos que se insertan dentro del organismo”. Asimismo, destacó que el nuevo equipamiento permitirá optimizar la capacidad de atención del servicio de cardiología, teniendo en cuenta el alto volumen de pacientes. “En cardiología manejamos una cantidad inmensa de pacientes. Anteriormente realizábamos entre 10 y 12 cateterismos por día. Con este nuevo equipo se podrá optimizar significativamente la capacidad operativa”. El hospital atiende a pacientes de escasos recursos provenientes del área central y del interior del país, por lo que el impacto social del proyecto será significativo en la atención de enfermedades cardiovasculares. La ITAIPU Binacional, a través del Gobierno del Paraguay y el MSPYBS, viene impulsando estrategias orientadas al fortalecimiento de la salud pública. Estas acciones se enfocan en mejorar la atención especializada en centros de mediana y alta complejidad, como el Instituto Nacional de Cardiología que funciona dentro del Hospital Militar San Jorge. “El mayor logro y satisfacción, es que todas estas inversiones estarán al alcance del pueblo paraguayo, especialmente de la gente humilde que no tiene acceso a servicios privados”, manifestó el titular de ITAIPU Binacional. Este proyecto reafirma el compromiso conjunto de ITAIPU Binacional, el Ministerio de Salud Pública y Bienestar Social y la Fundación Tesãi en la mejora continua de los servicios médicos especializados y en el acceso equitativo a la salud para toda la población.
