Presidente Abinader inicia construcción del CCR de Cotuí para 700 internos, con enfoque en rehabilitación y seguridad
Sánchez Ramírez.–President Luis Abinader started this Thursday the construction work of the new Cotuí Correction and Rehabilitation Center (CCR), an infrastructure designed to modernize and dignify the penitentiary system in the Sánchez Ramírez province, as part of the Government's vision of transforming prison spaces into true centers for reform, rehabilitation and second chances, under the highest standards of security and infrastructure.
During the event, the Minister of Housing, Habitat and Buildings (Mivhed), Víctor “Ito” Bisonó, highlighted that with the beginning of the work of the CCR Cotuíya there are five of the ten penitentiary centers contemplated within the plan to expand and modernize the national penitentiary system, highlighting that the works begun in Azua, El Seibo, Hato Mayor, Santiago Rodríguez and now Cotuí demonstrate the Government's commitment to the transformation of the penitentiary infrastructure of the country.
The minister highlighted that this process is being developed under the leadership of the general director of Penitentiary and Correctional Services, Roberto Santana, as part of a reform aimed at strengthening the conditions of security, rehabilitation and social reintegration of people deprived of liberty, while highlighting the economic impact that the construction of the new center will have in the Sánchez Ramírez province, through the generation of direct and indirect jobs, the hiring of labor, the acquisition of materials and the demand for local services. driven by an investment of more than 1,000 million pesos.
During his speech, Bisonó announced that President Luis Abinader instructed Mivhed to identify land in the province to develop a housing project through the Happy Family program, with the purpose of facilitating access to housing for families from Sánchez Ramírez through the incentives granted by the State.
He also reported that, by order of the president, a multipurpose facility will be built at the Technological University of Cibao Oriental (Uteco), an infrastructure that will be at the service of the university community and the entire province for carrying out sports, cultural, educational and recreational activities.

For his part, the general director of Penitentiary and Correctional Services, Roberto Santana, stated that this work confirms that prison reform is part of the national agenda and responds to a public policy supported by the will of the Government.
Santana highlighted that, after more than 15 years of waiting, the project will finally be a reality, having the land, the plans, the awarded company and the necessary resources for its execution.
Likewise, he announced that prisoners from Cotuí, currently distributed in different centers in the country, will be able to return to their province once the work is completed, which will facilitate contact with their families and strengthen the rehabilitation and social reintegration processes.
Santana thanked the support of the local authorities, the Committee to Support Penitentiary Reform and various sectors of civil society that for years promoted the construction of the work. He also highlighted that the penitentiary reform “has no turning back” and highlighted the commitment of another 4,000 penitentiary employees to the transformation of the system.
Rector of Uteco highlights the social, educational and human impact of the project
Marilyn Díaz, rector of the Technological University of Cibao Oriental (Uteco), described the construction of the El Guanábano Correction and Rehabilitation Center as one of the initiatives of greatest social and human significance for the Sánchez Ramírez province, considering that it will strengthen citizen security and contribute to the modernization of the Dominican penitentiary system.
Díaz valued President Luis Abinadera's support for the prison reform and recognized the efforts made by the President of the Senate, Ricardo de los Santos. He maintained that the new infrastructure will allow the implementation of a prison management model in accordance with international standards of rehabilitation and respect for human rights.
The academic also highlighted Uteco's role as a member of the Penitentiary Reform Support Committee and highlighted the transformative impact that the project will have on the lives of hundreds of people and their families.
He reported that currently 16 prisoners are pursuing a law degree at that university, as part of the technical and professional training programs promoted by the university to facilitate social reintegration processes.
Likewise, he stated that the new center should be seen as a strategic investment in human development, social cohesion and citizen security, while reiterating Uteco's commitment to continue contributing from higher education to the construction of a more inclusive, equitable society oriented towards the dignity of people.
Technical details and infrastructure
According to the technical specifications of the project, the work will be built on a land area of more than 98,000 square meters, with a construction surface close to 22,700 square meters and the capacity to safely house 700 inmates. The complex has been conceived under a comprehensive approach that combines security, education, job training and rehabilitation. It will have the ECO 1 Building, an administrative block with observation cells, accommodation for Prison Treatment Guards (VTP), medium and maximum security areas, as well as conjugal cells.
To promote education and job reintegration, it will include a library, training classrooms and a workshop for technical training. In addition, it will have an agricultural area, a farm for raising rabbits and chickens, a general dining room and three basketball courts for sports and recreational activities. The infrastructure also includes a kennel area, 98 parking spaces distributed between general, private, service and bus parking, as well as booths for essential services, a cistern, a power plant, a waste tank and a gas tank.
To guarantee control of the facility and the tranquility of the nearby communities, the CCR Cotuí will have a main access gate and a reinforced perimeter system with six strategically located surveillance towers.

Detalles técnicos e infraestructura De acuerdo con las especificaciones técnicas del proyecto, la obra se levantará sobre un terreno demás de 98,000 metros cuadrados, con una superficie de construcción cercana a los 22,700 metros cuadrados y capacidad para alojar de manera segura a 700 internos. El complejo ha sido concebido bajo un enfoque integral que combinaseguridad, educación, capacitación laboral y rehabilitación. Contará con el Edificio ECO 1, un bloque administrativo con celdas de observación, alojamiento para Vigilantes de Tratamiento Penitenciario (VTP), áreas de seguridad media y máxima, así como celdas conyugales. Para fomentar la educación y la reinserción laboral, incluirá biblioteca, aulas formativas y una nave de talleres destinados a la capacitación técnica. Además, dispondrá de un área agrícola, una granja para la crianza de conejos y gallinas, un comedor general y tres canchas de baloncesto para actividades deportivas y recreativas. La infraestructura también contempla un área de caniles, 98 plazas de estacionamiento distribuidas entre parqueos generales, privados, de servicios y autobuses, además de casetas para servicios esenciales, cisterna, planta eléctrica, depósito de residuos y tanque de gas. Para garantizar el control del recinto y la tranquilidad de las comunidades cercanas, el CCR Cotuí contará con unagarita principal de accesoy un sistema perimetral reforzado conseis torres de vigilanciaestratégicamente ubicadas.
