MICITT lidera la respuesta nacional ante el creciente panorama de ciberamenazas
* Costa Rica strengthens its cybersecurity with historic investment and international cooperation The Ministry of Science, Innovation, Technology and Telecommunications (MICITT) reported on the historic 446% increase in investment to strengthen the country's cybersecurity and counteract the growing number of cyberattacks, which in 2023 alone reached 882 million attempts. This investment has allowed the creation of the Cybersecurity Directorate, incident response teams (SOC-CR and CSIRT-CR), the implementation of cutting-edge protection systems in government institutions and the training of thousands of Costa Ricans in digital security. The MICITT, as a coordinating entity, seeks to protect citizens and institutions and promote a safer cyberspace in Costa Rica through the National Cybersecurity Strategy 2023-2027 and international cooperation. Thanks to this work, more than 86 million attacks by harmful programs, 15 million deception attempts and 195 thousand organized attacks, among others, have been contained. Intrusion attempts have been contained at night and incidents of “information hijackings” have been addressed. In addition, more than 35,000 users and 250 IT professionals have received cybersecurity training. These efforts have borne fruit. Costa Rica has improved its position in this ITU global cybersecurity index, reflecting the country's commitment to cybersecurity. “This is part of the goals contained in the MICITT National Cybersecurity Strategy 2023-2027, which focuses on five fundamental pillars: governance, legal framework, risk management, cybersecurity culture and international cooperation and is complemented by initiatives such as the Digital Transformation Strategy, the creation of the National Digital Government Agency,” commented MICITT head Paula Bogantes Zamora. Key International Support: Costa Rica continues to receive strong support from the international community in its fight against cybercrime. Recently, the European Union announced the creation of a cutting-edge cyber intelligence and cyber forensics laboratory that will be operated by the Judicial Investigation Organization (OIJ). This initiative, along with $25 million in assistance from the United States to strengthen the country's digital infrastructure and contributions from other countries and agencies, strengthens national capabilities to prevent, investigate and respond to cyber threats. Technically we have also received support from the Government of South Korea, the OAS and the World Bank. During October, Cybersecurity Month, MICITT intensified its awareness efforts with information campaigns on social networks and online courses and workshops.

Esta inversión ha permitido la creación de la Dirección de Ciberseguridad, equipos de respuesta a incidentes (SOC-CR y CSIRT-CR), la implementación de sistemas de protección de vanguardia en instituciones gubernamentales y la capacitación de miles de costarricenses en seguridad digital. El MICITT, como ente coordinador, busca proteger a los ciudadanos e instituciones y promover un ciberespacio más seguro en Costa Rica a través de la Estrategia Nacional de Ciberseguridad 2023-2027 y la cooperación internacional. Gracias a este trabajo se han contenido más de 86 millones de ataques de programas dañinos, 15 millones de intentos de engaño y 195 mil ataques organizados, entre otros. Se han contenido intentos de intrusión en horas de la noche y atendido incidentes de ”secuestros de información” Además, más de 35,000 usuarios y 250 profesionales de TI han recibido capacitación en ciberseguridad. Estos esfuerzos han rendido fruto. Costa Rica ha mejorado su posición en este índice global de la ciberseguridad de la UIT, reflejando el compromiso del país con la ciberseguridad. “Esto forma parte de las metas contenidas en la Estrategia Nacional de Ciberseguridad 2023-2027 del MICITT que se centra en cinco pilares fundamentales: gobernanza, marco legal, gestión de riesgos, cultura de ciberseguridad y cooperación internacional y se complementa con iniciativas como la Estrategia de Transformación Digital, la creación de la Agencia Nacional de Gobierno Digital” comentó la jerarca del MICITT Paula Bogantes Zamora. Apoyo Internacional Clave: Costa Rica continúa recibiendo un sólido apoyo de la comunidad internacional en su lucha contra el cibercrimen. Recientemente, la Unión Europea anunció la creación de un laboratorio de ciber inteligencia y de ciber forense de vanguardia que será operado por el Organismo de Investigación Judicial (OIJ). Esta iniciativa, junto con la asistencia de 25 millones de dólares de Estados Unidos para fortalecer la infraestructura digital del país y las contribuciones de otros países y organismos, refuerza las capacidades nacionales para prevenir, investigar y responder a las ciberamenazas. Técnicamente también hemos recibido apoyo del Gobierno de Corea del Sur, la OEA y el Banco Mundial. Durante octubre, Mes de la Ciberseguridad, el MICITT intensificó sus esfuerzos de concientización con campañas informativas en redes sociales y cursos y talleres en línea.
