The bodies that ensure administrative, financial and asset management:
a) Board of Directors;b) General Directorate of Administration.
1. The Board of Directors is the deliberative body in matters of administration of the Presidency of the Republic and includes:a) The Chief of the Civil House;b) The Head of the Military House;c) The Director of the Office of the President of the Republic;d) The Director-General of Administration.
2. The Board of Directors is chaired by the Chief of Staff and, in his absence or impediment, by whoever replaces him, in accordance with article 9.
The Board of Directors is responsible for:a) Pronouncing the general administration policy of the Presidency of the Republic and the human and material resources necessary for its implementation, defining guiding rules;b) Establishing annual activity plans;c) Approving the budget projects and management accounts of the Presidency of the Republic;d) Authorizing the exemption from the duodecimal regime and requesting the advance of twelfths, under the terms provided for in this law;e) Aiming at the requests for funds from the appropriations allocated to the Presidency of the Republic in the State Budget;

The General Directorate of Administration is the service that deals with administrative, financial and patrimonial matters relating to the Presidency of the Republic, without prejudice to the powers of the Chief of Staff, with particular responsibility for:
a) Prepare the draft budget of the Presidency of the Republic;b) Organize the expense processes to be approved by the Board of Directors;c) Prepare the information that allows the Board of Directors to verify and control the processing of expenses and assess the administrative and financial situation;d) Prepare the management accounts to be sent to the competent entity, after being assessed and approved by the Board of Directors;e) Organize and keep the accounts updated, checking, processing and settling expenses related to the execution of the budget, in compliance with the procedures and rules to which bodies with administrative, financial and patrimonial autonomy are subject; f) Process periodic requests for funds from the appropriations allocated in the State Budget;

O Conselho de Administração é o órgão deliberativo em matéria de administração da Presidência da República e integra:a) O Chefe da Casa Civil;b) O Chefe da Casa Militar;c) O Director do Gabinete do Presidente da República;d) O Director-Geral da Administração. 2. O Conselho de Administração é presidido pelo Chefe da Casa Civil e, nas suas faltas e impedimentos, por quem o substituir, nos termos do artigo 9º. Compete ao Conselho de Administração:a) Pronunciar-se sobre a política geral de administração da Presidência da República eos recursos humanos e materiais, necessários à sua execução, definindo regras de orientação;b) Estabelecer os planos anuais de actividades;c) Aprovar os projectos de orçamento e contas de gerência da Presidência da República;d) Autorizar a dispensa do regime duodecimal e solicitar a antecipação de duodécimos, nostermos previstos na presente lei;e) Visar as requisições de fundos de conta das dotações consignadas à Presidência daRepública no Orçamento do Estado;f) Adjudicar e contratar estudos, obras, trabalhos, serviços, fornecimento de material,equipamentos e tudo o mais indispensável ao funcionamento dos serviços, sem prejuízodas competências do Chefe da Casa Civil e do Director Geral da Administração;g) Fixar anualmente o montante do fundo permanente a que se refere o artigo 39º. Gabriel Silva GonçalvesDirector-geral da AdministraçãoPresidência da República de Cabo VerdeCP nº 100 – Praia, Ilha de Santiago, Cabo VerdePBX: (+238) 2612445/2829Tel/Fax: (00238)2638388gabriel.goncalves@presidência.cvfacebook.com/Presidencia.cv A Direcção-Geral da Administração é o serviço que se ocupa das questões administrativas, financeiras e patrimoniais respeitantes à Presidência da República, sem prejuízo das competências do Chefe da Casa Civil, cabendo-lhe especialmente: a) Elaborar o projecto de orçamento da Presidência da República;b) Organizar os processos de despesas a aprovar pelo Conselho de Administração;c) Elaborar a informação que permita ao Conselho de Administração verificar e controlar oprocessamento das despesas e apreciar a situação administrativa e financeira;d) Elaborar as contas de gerência a enviar à entidade competente, depois de apreciadas eaprovadas pelo Conselho de Administração;e) Organizar e manter actualizada a contabilidade, conferindo, processando e liquidando asdespesas relativas à execução do orçamento, com observância dos procedimentos e regras a que estão sujeitos organismos dotados de autonomia administrativa, financeira e patrimonial;f) Processar as requisições periódicas de fundos de conta das dotações atribuídas no Orçamento do Estado;
