Chefe da Casa Civil
The Civil House is headed by its Head, appointed by the President of the Republic, from among citizens of recognized competence and suitability.
The Chief of Staff takes office before the President of the Republic.
The Chief of Staff ensures the administrative and financial coordination of the services of the Presidency of the Republic, without prejudice to the powers of the Administrative Council.
The Chief of Staff is responsible, in particular:
a) Collaborate with the President of the Republic in defining the general orientation of the activity of the Presidency of the Republic;
b) Assist, directly and personally, the President of the Republic, providing him with the support requested and, whenever determined, representing him;
c) Support the President of the Republic in his relations with other sovereign bodies, as well as with local government bodies and entities representing national life;
d) Coordinate the activities of the Presidency of the Republic;
e) Chair the meetings of the Board of Directors;
f) Submit to the President of the Republic the matters of the Civil House that require higher resolution;
g) Supervise the activity of the services that make up the Civil House;
h) Propose or take measures that it deems necessary to improve services;
i) Conferring tenure to the General Director of Administration, Advisors and other civil servants whose tenure should not, under the terms of this law, be conferred by the President of the Republic;
j) Carry out acts relating to the staff of the Presidency of the Republic in relation to mobility instruments and legally provided licenses;
k) Perform whatever is assigned to him by law or superior determination.
The Chief of Staff is replaced, in his/her absences or impediments, by whoever is appointed by the President of the Republic.

A Casa Civil é dirigida pelo respetivo Chefe, nomeado pelo Presidente da Republica, de entre cidadãos de reconhecida competência e idoneidade. O Chefe da Casa Civil toma posse perante o Presidente da República. O Chefe da Casa Civil assegura a coordenação administrativa e financeira dos serviços da Presidência da República, sem prejuízo das competências do Conselho Administrativo. Ao Chefe da Casa Civil compete, designadamente: a) Colaborar com o Presidente da República na definição da orientação geral da atividade da Presidência da República; b) Assistir, direta e pessoalmente, o Presidente da República, assegurando-lhe o apoio que for solicitado e, sempre que for determinado, representando-o; c) Apoiar o Presidente da República nas suas relações com os outros órgãos de soberania, bem como com os órgãos do poder local e as entidades representativas da vida nacional; d) Coordenar as atividades da Presidência da República; e) Presidir as reuniões do Conselho de Administração; f) Submeter a despacho do Presidente da República os assuntos da Casa Civil que careçam de resolução superior; g) Superintender a atividade dos serviços que integram a Casa Civil; h) Propor ou tomar providências que julgar necessárias para a melhoria dos serviços; i) Conferir posse ao Diretor Geral da Administração, aos Assessores e aos demais servidores cuja posse não deva, nos termos da presente lei, ser conferida pelo Presidente da República; j) Praticar atos relativos ao pessoal da Presidência da República no atinente aos instrumentos de mobilidade e às licenças legalmente previstas; k) Desempenhar o mais que lhe for cometido por lei ou determinação superior. O Chefe da Casa Civil é substituído, nas suas faltas e impedimentos, por quem for designado pelo Presidente da República.
