Good evening, Colombians and Colombians. Today I am going to talk about the public presentation of the results in relation to the policy on coca leaf crops that this government has advanced. With data, satellite maps and UN verification, as they have been done since this mechanism existed, which allows with very high definition to tell exactly where crops are receding, where they are advancing region by region. It is a kind of x-ray of an illicit economy that, for half a century, has been a driver of violence in Colombia.
Now I will explain a little why, but before starting I want to show here, Canal Institucional, Radio Nacional de Colombia, Signal Colombia, now it is Inravisión, by decision of the government. We return to the public entity that created television. Some of its workers are here, this Inravisión was closed with the intervention of the Army in this same place, during the government of Álvaro Uribe Vélez. There was practically no much criticism, he was closing a television channel. Many of the workers have already died, they died from that closure, from sadness, stress, from being left without life prospects.
I remember two who were friends of mine, Carlos Castañeda and Enrique Urrea. The latter died in a clinic, both were defenders of public television. History changed completely, because we live not only in Colombia but throughout the world, in a context of rupture of the truth and false manipulation of human conscience. It is one of the great dangers that befall humanity, now even with Artificial Intelligence, as Pope Leo XIV has said.
And I move on to the issue of the detection of coca crops in the last four months. Maybe we will be able to give another report if we manage to have maps, time does not give us much anymore. I have presented two every four months, that is, for eight months. There was a United States prohibition on doing so, which Obama removed, and allows me, in this period, to present it to you so that you have the information from the last period.
I start with this map, which traces the entire period from 2018 to 2025. I want you to see, because there is a lot of misinformation about this, especially now that we are in the electoral period. These are the official data, we have a series of phases in this period, from the 18th to the 26th, which includes my government, almost ending. A phase here that you see as low, before this year 2018 we came from high levels, higher than these.
The peace process with the FARC takes place here, 2017. There is a tendency, highly promoted on the extreme right, to say that peace triggers drug trafficking, and therefore we must end peace, shatter peace. This data, this chart shows that this is a lie, a falsehood.
During the Santos La Paz government, it manages to lower this data, until we reach the lowest level, which corresponds to the first four months of 2020, 96,915 hectares, with the Duque government, prior to, or already experiencing the beginning of COVID.
A phenomenon happens here that is blamed on me, but this is not my period. 2020, second and third quarters, we are already at 118,000 hectares.
First quarter of 2021, in COVID times, 130,000 hectares. Second half of 2021, 135,000. And suddenly, coca leaf crops in Colombia skyrocket. The trend had been rising, but it is accelerating. And already in the final quarter of 2021, we have 174,000 hectares. As of the first quarter of 2022, Duque, 2,263. In the second quarter, still Duque, 218,000. And here I already receive the government, you can see what we did.
In the first moments of change, it continues to skyrocket until the first quarter of 2023. Our officials here begin to navigate and drown, in being able to build a serious policy, and that is when they decertify us.
And I would like to explain a little what I think makes the Duque government soar, until reaching the maximum figure of 259,000 hectares that they give us, 230,000 actually, starting from 96,000.
It is a growth of more than 100% in coca leaf crops. Here we measure since 2018, so we start from a higher base. But if we reach the highest point, there was a growth of more than 100%.
My thesis, opinion from my own experience. This is not because Duque wanted the country to be filled with cocaine. I know him and that is not his objective either, he does not belong to that type of benefits, those economies.
This is because here it was proposed to shatter peace. All the advantage that the country had gained in coca crops, in areas where the FARC was at that time, when 16,000 men were demobilized and reached this very low point, successful for Colombia, here the trends were reversed by shattering peace. It is when the armed groups return, not the FARC, that they make peace. New groups are organized, dissidents, whatever they want to call themselves. The only group that remains from before is called ELN, and a recovery of the illicit economy of coca leaf crops begins, until we get here.
While peace collapsed the coca leaf crops, in the Santos government and part of Duque, when peace destroyed them, it shot them up. This is official, valid information, not mine, this comes from before. Now, in our government a policy begins, after being decertified, although it should not have been decertification in our government, and you can see why.
What achievements can be achieved from 2023 in the second quarter, until the first quarter of 2026? Below, the last information we have. I already presented the last quarter of 2025 on television and now I present the first one to find out if we are going well or not. Not as much as we would like, obviously, but what can be noted in my government is that we stagnated the resounding growth that came with coca leaf crops. We stagnated it and from here, in the last eight months of this government, a decline in coca leaf crops in Colombia begins.
If I measure with 262,000, which is where we started in these last eight months, it is almost 10,000 hectares less. If I compare it with the last quarter, the reduction is 8,821 hectares. But it is the same policy, that is, the policy that has been exclusively financed by the Colombian government.
And without a dollar given away, no one helps us, although international European and Chinese collaboration is now beginning to make this program successful. What is this program called? Voluntary Crop Substitution. Here are the people in charge, I am going to introduce Gloria Miranda, who has already become famous and is responsible for that program.
The minister is accompanied by the director of the National Police, who has been collaborating. It was already achieved for the first time, I don't know if it was before, that the same farmers involved in the program, with Colombian police, pulled out the bushes by the roots, which is not the same as fumigating. Fumigating, depending on the intensity, only kills the upper leaves, with such sad luck that they sprout more productively. This phenomenon has happened in Colombia, that is why we replaced forced eradication with voluntary eradication.
Now let's look at how many and how, because one of the effects is that we are reducing Colombia's total coca leaf crops. There was another painting before, this one. It is the same, but presented in a different way, it is already with percentages, more mathematical, but it shows the same reality, and that is that between 2020 and 2021 crops grow by 43%. In the Duque government I say it again, for shattering peace.
From 2022 there is already a drop in the growth rate, to 13%. In 2023, already in my government, Colombia will be unfairly decertified, although there is a drop in the crop growth rate, still positive, of 10%. 2024, still in my government, the crop growth rate is already 3%.
2025, in the quarters that I am showing on the map and in the table, here it is already negative. Of course, a trend is coming that is our government's effort to stop Colombia from continuing, and the objective is to get it out of drug trafficking by shooting its own coca leaf crops. It is not because of the peasantry, but because of the violence, because the cocaine that comes out of here, the international mafias that I have already explained even where they live, take care of those crops, control them, take care of the business through weapons and death. Now, I believe that, if we continue our negotiations and our agreements with the peasantry, this will continue to have a downward projection.
In the search to get out of drug trafficking, which is the objective, some talk about fumigating from the air, but we have been doing that for 50 years. So I say, no, better a pact with the peasantry and the territory to voluntarily get the population to replace their coca leaf crops, first by uprooting them, which is how it works; Second, with prosperous economies, which is not an easy project, we will now look in detail.
This is the seizure of cocaine, they have said that we are weak in our anti-narcotics policy. No, what happens is that we stop burning the peasant's house, it is not their fault, they are entire generations of peasants violently excluded from their land. The first liberal-conservative violence left 300 thousand peasants dead because someone thought that liberalism had to be gutted from the curia and from the politicians of Congress. Fascism was what ruled at that time with Laureano Gómez and Mariano Ospina Pérez.
300 thousand dead, and the peasantry went to jungle areas, others to the cities, terror spread and a stage began where the peasantry ended up supporting themselves with the coca leaf. But at the head of that was not the peasantry but the mafia, the heads of the mafia that, as you know, have governed Colombia, that interaction between criminal power and political power that I denounced for a decade in the Congress of the Republic, and that is why my family went into exile. What this has done is that the mafia in Colombia does not retreat and remains. If you want genocide in Colombia, give power to a criminal.
In the middle of the 20th century there was a second violence, already ideological, it was not liberals against conservatives, it was the insurgency against the State. Also there, the counterinsurgency and insurgency killed a total of 200 thousand peasants. And then comes the third violence, which is after the peace process that Santos made with the FARC and that confronts us directly with armed drug trafficking organizations.
There is no ideology here, there is no politics, there is only greed. Therefore, when a general is called, you must first find out if there are members of the public force on the payroll. Because the problem is no longer ideological separation, the problem is that they put a backpack of money on the table in a hotel in some town in coca-growing areas. We decided to hit the mafia on the head, although the head of the mafia does not live in Colombia. That's why I told Trump, let's coordinate to hunt down the bosses who live in Dubai, in New York, in Madrid, in Paris, in the luxury cities. We already have more or less 40 linked national Police agencies, from different countries, coordinated with the Colombian Police, including the United States intelligence agencies helping in this effort. And every time we catch more important bosses, not medium-sized bosses. Here you can see, the seizure of cocaine, the Colombian public force in general is more successful due to its capacity, the navy in the oceans of Colombia, because most of the cocaine goes by sea. So here I show, Juan Manuel Santos seized 653 tons in his first government, in the second 1,276 tons. The government of Iván Duque 2,029, and so far, without the government having ended, we have seized 3,210 tons.
The opposition says that more cocaine is being produced, and that is why more is being seized. That is relatively true, but our numbers indicate that we seized more than the new planted areas. That is to say, it is increasingly difficult for drug traffickers to get cocaine out of Colombia. This had the consequence that during my government Ecuador became the largest exporter of drugs, produced in Peru and produced in Colombia. Until now we do not have data from Ecuador, but our success is that our seizure operations do not kill anyone, but they do capture. And the seizure of thousands of tons has made the Colombian public force the most expert seizers in the world. The United States government knows this, I have not broken any cooperation, despite how badly they have treated me.
The problem here is not fighting drug trafficking, I thought it was. It seems that a political agenda is imposed that has nothing to do with these issues. 58% more at the end of my government with the public forces, that is, we have done more than in the three previous governments, added together.
I continue, because my time is running out and I am censored in these speeches. The program that has had the greatest success in Colombia and that I present to the world. How many families have enrolled in the crop replacement program? 31,000 families.
I am at the head of a social movement that, with the poor peasantry of Colombia and displaced by violence, has decided to do what you see in the photo, which is much more difficult: remove the coca leaf bushes from the roots, now with the Police. How many hectares have been voluntarily eradicated, validated by the United Nations? The process recently began. There are 8,584 hectares actually verified by an independent organization, in which the United States trusts: 8,584 hectares.
Even at the United Nations they have not seen the certifications of all of these families - and at the end of my government I hope to achieve this - because they have to go to the territory. It is a process that takes a little while, but it gives us 41,000 hectares in the process of replacement. This is the latest figure, I hope I can say it publicly, because with each day that the United Nations validates more and more hectares, this is what the information looks like today. These are the maps, the pink part is where the registered families are: in Nariño there are 11,641 and 12,509 are in the replacement process, here there are negotiation processes with groups. That's why we have this success, the homicide rate dropped here and the homicide rate dropped in the north of Ecuador.
This is Putumayo, where the crops were also on the border with Ecuador. And here are the numbers, there are 8,394 families and 14,575 hectares in replacement, but we see a movement of new crops resumed following the Putumayo River, on the way to the Amazon, to leave for Belén de Pará and exit through the Atlantic towards Europe and Africa. I told President Donald Trump that the condition for giving legal benefits to the drug lords we extradite to the United States should be that they do not introduce cocaine into any country, not just the United States. This is what is driving the growing demand in Europe.
Norte de Santander, third place in the program, look how it is divided in two: the ELN on one side, with whom there are no peace negotiations, killed 200 farmers there, a crime against humanity. And here there is a peace process with the 33rd Front, which has allowed the peasantry to dialogue with the State to replace it. There are also processes of new crops or resumption of crops.
I'm almost finished, these are already the beginnings in other areas: in Antioquia 2,118 family units, Antioquia, Cauca, Chocó and Vichada. Very incipient so far. If we had more money and public money in this, we could increase the difference between all coca leaf producing departments: 142,097, in the place where the program is located we have dropped to 133 thousand, guaranteed by the satellite map and now by the United Nations, 8,653 hectares less.
In the last quarter, what do we want from the world and the United States? Let them buy the production from the farmers who are planting cocoa, coffee and other products. Putumayo chocolates are already being exported to Putumayo, Peace Chocolate is the brand name, from Putumayo to Beijing and from Nariño to California. There is already a kind of trade peace between China and the United States, but it is worth it that we can get to China without crossing a mountain. From Putumayo it is more difficult, from Nariño it would be easier, but also to California.
If this multiplies and there are long-term contracts, in 10 years we will stop new crops, and substitution will increase, to guarantee that the peasantry lives prosperously, without spraying or poisoning them, or gutting them. Please, let's not return to the times of Laureano Gómez, here we are demonstrating how social dialogue and even peace negotiation can guarantee the success that the crop substitution program is already having with the Colombian peasantry. Here we can already see how we reduced coca leaf crops more than any other government, because they did the opposite: fumigating, burning ranches, bombing, even shooting.
It is the beginning of a solution whose outcome must reach the denarcotization of Colombia. And so I finish this speech, respecting my time.

Hoy voy a hablar sobre la presentación pública de los resultados en relación a la política sobre cultivos de hoja de coca que este gobierno ha adelantado. Con los datos, mapas satelitales y verificación de la ONU, como se han hecho desde que existe este mecanismo, que permite con muy alta definición contar exactamente dónde retroceden los cultivos, dónde avanzan región por región. Es una especie de radiografía de una economía ilícita que, desde hace medio siglo, viene siendo un motor de violencia en Colombia. Ahora explicaré un poco por qué, pero quiero antes de comenzar mostrar aquí, Canal Institucional, Radio Nacional de Colombia, Señal Colombia, ahora es Inravisión, por decisión del gobierno. Volvemos a la entidad pública que creó la televisión. Algunos de sus trabajadores están aquí, esta Inravisión fue cerrada con intervención del Ejército en este mismo lugar, durante el gobierno de Álvaro Uribe Vélez. Prácticamente no hubo mucha crítica, estaba cerrando un canal de televisión. Muchos de los trabajadores ya han muerto, murieron por ese cierre, por la tristeza, el estrés, por quedarse sin perspectivas de vida. Recuerdo dos que fueron amigos míos, Carlos Castañeda y Enrique Urrea. Este último murió en una clínica, ambos eran defensores de la televisión pública. La historia cambió completamente, porque vivimos no solo en Colombia sino en todo el mundo, en un contexto de ruptura de la verdad y de manipulación falsa de la conciencia humana. Es uno de los grandes peligros que sobrevienen a la humanidad, ahora incluso con la Inteligencia Artificial, como lo ha dicho el papa León XIV. Y paso al tema de la detección de cultivos de coca en el último cuatrimestre. Quizás alcancemos a dar otro informe si alcanzamos a tener mapas, el tiempo ya no nos da mucho. He presentado dos cada cuatro meses, es decir, desde hace ocho meses. Había una prohibición de Estados Unidos de hacerlo, que Obama quitó, y me permite a mí ya, en este periodo, presentárselos a ustedes para que tengan la información del último periodo. Comienzo con este mapa, que traza todo el periodo desde el 2018 hasta el 2025. Quiero que ustedes vean, porque sobre esto hay mucha desinformación, más ahora que estamos en periodo electoral. Estos son los datos oficiales, tenemos una serie de fases en este periodo, del 18 al 26, que incluye a mi gobierno, ya casi finalizando. Una fase aquí que ustedes ven baja, antes de este año 2018 veníamos de niveles altos, más altos que estos. Aquí se produce el proceso de paz con la FARC, 2017. Hay la tendencia, muy promocionada en la extrema derecha, de decir que la paz dispara al narcotráfico, y por tanto hay que acabar con la paz, hacer trizas la paz. Este dato, este cuadro muestra que eso es una mentira, una falsedad. Durante el gobierno de Santos La paz logra bajar estos datos, hasta que llegamos al nivel más bajo, que corresponde a los primeros cuatro meses del año 2020, 96,915 hectáreas, con el gobierno Duque, previo a, o ya viviendo el comienzo del COVID. Aquí sucede un fenómeno que se me achaca, pero esto no es mi periodo. 2020, segundo y tercer cuatrimestre, ya estamos en 118.000 hectáreas. Primer cuatrimestre del 2021, en época de COVID, 130,000 hectáreas. Segundo semestre de 2021, 135.000. Y de pronto, se disparan los cultivos de hoja de coca en Colombia. Venía subiendo la tendencia, pero se acelera. Y ya en el cuatrimestre final del 2021, tenemos 174,000 hectáreas. Al primer cuatrimestre del 2022, Duque, 2.263. Al segundo cuatrimestre, aún Duque, 218,000. Y por aquí ya recibo el gobierno, ustedes pueden ver lo que hicimos. En las primeras de cambio, sigue disparado hasta el primer cuatrimestre del 2023. Los funcionarios nuestros, aquí empiezan a navegar y ahogarse, en poder construir una política seria, y es cuando nos descertifican. Y quisiera explicar un poco qué creo yo que hace que en el gobierno Duque se dispare, hasta alcanzar la cifra máxima de 259.000 hectáreas que nos entregan, 230.000 realmente, partiendo de 96,000. Es un crecimiento de más del 100% en cultivos de hoja de coca. Aquí medimos desde el 2018, entonces partimos de una base más alta. Pero si llegamos al punto más alto, hubo un crecimiento de más del 100%. Tesis mía, opinión de mi propia experiencia. Esto no es porque Duque quisiera que se llenara el país de cocaína. Lo conozco y ese tampoco es su objetivo, no pertenece a ese tipo de beneficios, de esas economías. Esto es porque aquí se planteó hacer trizas la paz. Toda la ventaja que había ganado el país en cultivos de coca, en zonas donde estaba la FARC en ese entonces, cuando se desmovilizan 16,000 hombres y llega a este punto tan bajo, exitoso para Colombia, aquí se revierten las tendencias al hacer trizas la paz. Es cuando vuelven los grupos armados, no las FARC, que hacen la paz. Nuevos grupos se organizan, disidencias, como quieran llamarse. El único grupo que se mantiene de antes se llama ELN, y empieza una recuperación de la economía ilícita de cultivos de hoja de coca, hasta que llegamos acá. Mientras la paz desplomó los cultivos de hoja de coca, en el gobierno Santos y parte de Duque, al hacer trizas la paz los disparó. Esta es información oficial, válida, no mía, esto viene desde antes. Ahora, ya en nuestro gobierno empieza una política, después de ser descertificados, aunque no debió ser en nuestro gobierno la descertificación, y ustedes pueden ver por qué. ¿Qué logros se pueden dar desde el 2023 en el segundo cuatrimestre, hasta el primer cuatrimestre del 2026? Aquí abajo, último dato que tenemos. Yo presenté ya por televisión el último cuatrimestre del 2025 y ahora presento el primero para saber si vamos bien o no. No tanto como quisiéramos, obviamente, pero lo que se puede notar en mi gobierno es que estancamos el crecimiento estrepitoso que venía con los cultivos de hoja de coca. Lo estancamos y a partir de aquí, en los últimos ocho meses de este gobierno, comienza ya un descenso de los cultivos de hoja de coca en Colombia. Si yo mido con 262.000, que es donde partimos en estos últimos ocho meses, casi alcanza 10.000 hectáreas menos. Si lo comparo con el último cuatrimestre, la reducción es de 8.821 hectáreas. Pero es la misma política, es decir, la política que ha financiado exclusivamente el gobierno colombiano. Y sin un dólar regalado, nadie nos ayuda, aunque ahora empieza ya una colaboración internacional europea y china, para lograr que este programa sea exitoso. ¿Cómo se llama este programa? Sustitución Voluntaria de Cultivos. Aquí están los encargados, voy a presentar a Gloria Miranda, quien ya se ha vuelto famosa y es la responsable de ese programa. Acompaña a la ministra el director de la Policía Nacional, que ha estado colaborando. Ya se logró por primera vez, no sé si antes, que los mismos campesinos metidos en el programa, con policías de Colombia, arranquen las matas de raíz, que no es lo mismo que fumigar. Fumigar, dependiendo la intensidad, solo mata las hojas de arriba, con tan triste suerte que retoñan más productivas. Este fenómeno ha pasado en Colombia, por eso sustituimos la erradicación forzosa por erradicación voluntaria. Ahora miremos cuántos y cómo, porque uno de los efectos es que estamos reduciendo los cultivos de hoja de coca totales de Colombia. Había otro cuadro antes, este. Es el mismo, pero presentado de otra manera, es ya con porcentajes, más matemática, pero muestra la misma realidad, y es que entre 2020 a 2021 crecen los cultivos un 43%. En el gobierno Duque vuelvo a decirlo, por hacer trizas la paz. Desde el 2022 ya hay una caída en la tasa de crecimiento, a, 13%. En 2023, ya en mi gobierno, se descertifica a Colombia injustamente, aunque hay una caída en la tasa de crecimiento de cultivos, aún positiva, del 10%. 2024, aún en mi gobierno, ya la tasa de crecimiento de cultivos es el 3%. 2025, en los cuatrimestres que estoy mostrando en el mapa y en el cuadro, aquí ya es negativo. Claro, viene una tendencia que es nuestro esfuerzo gubernamental para que no siga Colombia, y el objetivo es sacarla del narcotráfico disparando sus propios cultivos de hoja de coca. No es por culpa del campesinado, sino de la violencia, porque la cocaína que sale de aquí, las mafias internacionales que ya he explicado incluso dónde viven, cuidan esos cultivos, los controlan, cuidan el negocio a través de las armas y la muerte. Ahora bien, yo creo que, si continuamos nuestras negociaciones y nuestros acuerdos con el campesinado, esto seguirá en proyección descendente. En la búsqueda de salir del narcotráfico, que es el objetivo, algunos hablan de fumigar desde el aire, pero llevamos en eso 50 años. Entonces yo digo, no, mejor un pacto con el campesinado y el territorio para lograr voluntariamente que la población sustituya sus cultivos de hoja de coca, primero arrancándolos de raíz, que es como sirve; segundo, con unas economías prósperas, que no es un proyecto fácil, ahora miraremos con detalle. Esta es la incautación de cocaína, han dicho que somos débiles en nuestra política antinarcóticos. No, lo que pasa es que dejamos de quemarle la casa al campesino, ellos no tienen la culpa, son generaciones enteras de campesinos excluidos con violencia de su tierra. La primera violencia liberal - conservadora dejó 300 mil campesinos muertos porque a alguien se le ocurrió que había que destripar al liberalismo desde la curia y desde los políticos del Congreso. El fascismo fue lo que gobernó en esa época con Laureano Gómez y Mariano Ospina Pérez. 300 mil muertos, y el campesinado se fue a zonas selváticas, otros a las ciudades, cundió el terror y comenzó una etapa donde el campesinado terminó sosteniéndose con la hoja de coca. Pero a la cabeza de eso no estaba el campesinado sino la mafia, las cabezas de la mafia que como ustedes saben han gobernado a Colombia, esa interacción entre el poder criminal y el poder político que yo denuncié durante una década en el Congreso de la República, y por eso se exilió mi familia. Esto lo que ha hecho es que la mafia en Colombia no retroceda y se mantenga. Si quieres un genocidio en Colombia dale el poder a un criminal. A mediados del siglo XX hubo una segunda violencia, ya ideológica, no eran liberales contra conservadores, era la insurgencia versus el Estado. También allí la contrainsurgencia y la insurgencia mataron a un total de 200 mil campesinos. Y viene luego la tercera violencia, que es después del proceso de paz que hizo Santos con la FARC y que nos enfrenta directamente con organizaciones armadas del narcotráfico. Aquí no hay ideología, no hay política, solo hay codicia. Por eso, cuando se llama a un general, primero hay que averiguar si hay miembros de la fuerza pública en nómina. Porque ya el problema no es la separación ideológica, el problema es que ponen una mochila de billete encima de la mesa de un hotel de algún pueblo de zonas cocaleras. Nosotros decidimos golpear a la mafia en su cabeza, aunque la cabeza de la mafia no vive en Colombia. Por eso le dije a Trump, hagamos una coordinación para cazar los capos que viven en Dubái, en Nueva York, en Madrid, en París, en las ciudades del lujo. Ya llevamos más o menos 40 agencias de Policía nacionales vinculadas, de diferentes países, coordinadas con la Policía colombiana, incluidos los organismos de inteligencia de Estados Unidos ayudando en este esfuerzo. Y cada vez cogemos más capos importantes, no capos medianos. Aquí ustedes pueden ver, la incautación de cocaína, la fuerza pública de Colombia en general tiene más éxito por su capacidad, la armada en los océanos de Colombia, porque la mayor parte de la cocaína se va por mar. Entonces aquí muestro, Juan Manuel Santos incautó 653 toneladas en su primer gobierno, en el segundo 1.276 toneladas. El gobierno de Iván Duque 2,029, y nosotros hasta el momento, sin que haya terminado el gobierno, vamos en 3.210 toneladas incautadas. La oposición dice que se está produciendo más cocaína, y por eso se incauta más. Eso es relativamente cierto, pero nuestros números indican que incautamos mayor cantidad que las áreas sembradas nuevas. Es decir, cada vez es más difícil para el narcotraficante sacar la cocaína de Colombia. Esto trajo como consecuencia que en mi gobierno Ecuador se convirtió en el mayor exportador de droga, producida en Perú y producida en Colombia. Hasta ahora no tenemos datos de Ecuador, pero el éxito nuestro está en que nuestras operaciones de incautación no matan a nadie, pero si capturan. Y la incautación de miles de toneladas ha convertido a la fuerza pública colombiana en la más experta incautadora del mundo. Esto lo sabe el gobierno de Estados Unidos, yo no he roto ninguna cooperación, a pesar de lo mal que me han tratado. Aquí ya el problema no es combatir el narcotráfico, yo creía que sí. Parece que se impone una agenda política que no tiene que ver con estos temas. 58% más al final de mi gobierno con la fuerza pública, o sea que hemos hecho más que en los tres gobiernos anteriores, sumados. Continúo, porque se me está agotando el tiempo y yo soy censurado en estas alocuciones. El programa con exactitud que ha tenido el mayor éxito en Colombia y que lo presento al mundo. ¿Cuántas familias se han inscrito en el programa para sustituir cultivos? 31.000 familias. Estoy al frente de un movimiento social que, con el campesinado pobre de Colombia y desplazado por la violencia, ha decidido hacer esto que se ve en la foto, que es mucho más trabajoso: quitar de raíz las matas de hoja de coca, de raíz, ahora con la Policía. ¿Cuántas hectáreas se han erradicado voluntariamente, validadas por Naciones Unidas? Recientemente empezó el proceso. Van 8.584 hectáreas realmente verificadas por un organismo independiente, en el cual Estados Unidos confía: 8.584 hectáreas. Aún en Naciones Unidas no han visto las certificaciones de la totalidad de estas familias -y al final de mi gobierno espero lograrlo-, porque tienen que ir al territorio. Es un proceso que se demora un poco, pero nos da 41.000 hectáreas en proceso de sustitución. Esta es la última cifra, ojalá lo alcance yo a decir públicamente, porque con cada día que Naciones Unidas valida cada vez más hectáreas, así está la información al día de hoy. Estos son los mapas, lo rosadito es donde están las familias inscritas: en Nariño hay 11.641 y en proceso de sustitución 12.509, aquí hay procesos de negociación con grupos. Por eso tenemos este éxito, aquí bajó la tasa de homicidios y bajó la tasa de homicidios en el norte de Ecuador. Esto es Putumayo, donde estaban los cultivos también en la frontera con Ecuador. Y aquí están los números, son 8.394 familias y 14.575 hectáreas en sustitución, pero vemos un movimiento de nuevos cultivos retomados siguiendo el río Putumayo, camino hacia la Amazonas, para salir hacia Belén de Pará y salir por el Atlántico hacia Europa y África. Le dije al presidente Donald Trump que la condición para dar beneficios jurídicos a los capos que extraditamos a Estados Unidos, debería ser que no introduzca cocaína en ningún país, no solamente en Estados Unidos. Esto es lo que está potenciando la demanda creciente en Europa. Norte de Santander, tercer lugar del programa, miren cómo se divide en dos: el ELN en un lado, con quienes no hay negociaciones de paz, mató 200 campesinos allí, crimen de lesa humanidad. Y aquí hay un proceso de paz con el Frente 33, que ha permitido dialogar al campesinado con el Estado para sustituir, Ahí también hay procesos de nuevos cultivos o retoma de cultivos. Ya casi voy a terminar, estos son ya los comienzos en otras áreas: en Antioquia 2.118 núcleos familiares, Antioquia, Cauca, Chocó y Vichada. Muy incipiente hasta ahora. Si tuviéramos más plata y dinero público en esto, podríamos aumentar la diferencia entre todos los departamentos productores de hoja de coca: 142.097, en el lugar donde está el programa hemos bajado a 133 mil, garantizado por el mapa satelital y ahora por Naciones Unidas, 8. 653 hectáreas menos. En el último cuatrimestre, ¿qué queremos del mundo y de Estados Unidos? Que les compren la producción a los campesinos que están sembrando cacao, café y otros productos. Los chocolates de Putumayo ya se están exportando a Putumayo, Peace Chocolate se llama la marca, de Putumayo a Pekín y de Nariño a California. Ya hay una especie de paz comercial entre China y Estados Unidos, pero vale la pena que podamos llegar a China sin cruzar una montaña. Desde Putumayo es más difícil, de Nariño sería más fácil, pero también a California. Si esto se multiplica y hay contratos a largo plazo, en 10 años detendremos los nuevos cultivos, y aumentará la sustitución, para garantizar que el campesinado viva próspero, sin echarle fumigación o veneno, ni destriparlo. Por favor, no volvamos a los tiempos de Laureano Gómez, aquí estamos demostrando cómo un diálogo social e incluso negociación de paz puede garantizar el éxito que ya está teniendo el programa de sustitución de cultivos con el campesinado de Colombia. Aquí ya se aprecia cómo disminuimos los cultivos de hoja de coca más que cualquier otro gobierno, porque esos hacían lo contrario: fumigar, quemar ranchos, bombardear, incluso disparar. Es el comienzo de una solución cuya salida debe llegar hasta la desnarcotización de Colombia. Y así termino esta locución, respetando mi tiempo. Muy amables, gracias por haberme escuchado.
