Well, a special greeting to General Royer Gómez Herrera, commander of the National Army, his wife Patricia and their children Laura and Omar. At this point I can make an evaluation of what my government has been. It will be up to the people of Colombia in the coming days to define the destiny of Colombia for the next four years, and therefore the supreme command of its Military Forces and the leadership of its Public Force.
It is the people who designate and I obey the people. I obeyed him when I received his mandate in 2022. There were rumors that I was going to stay in power, I believe that no general who has participated as an admiral in the nation's security councils can have any complaint about any type of indication or order that had to do with breaking the law and the constitution of Colombia. If there is one thing a democrat in power has to do, with the mandate conferred by the people, it is to obey the mandate. And my term ends on August 6, and I will be leaving here. Others will be the destinies of the country, the people decide freely. No one else here has any authority other than the free will of the people of Colombia, which we must guarantee.
The overall balance of these elections is that they have been one of the most peaceful in the history of Colombia, despite all our decades and struggles and violence. Something that will remain in the analyzes for years to come is that the Military Forces demonstrated to the world that there could be radical substitutions in changes of government, by free decision of the people, and loyalty to the President of the Republic remained intact. This is going to go down in history. When you look at what remains of these years that we have lived together, you will know that it was possible, although many saw it as impossible: that an army could obey the orders as supreme commander of someone who from his childhood and youth dared to postulate a profound transformation of Colombian society, and which was reflected in the constitution of '91 and in the peace process of the '90s.
We were able to meet without violence, without disruption, in reality under one flag, the flag of Colombia, which is the flag of freedom and national sovereignty, for which we fight and are willing to die. That is why I do not deny the phrase freedom or death, which the Liberator Simón Bolívar knew how to write and fight until the last second of his existence.
Freedom or death is the foundation of the Republic of Colombia. We are not slaves or servants of anyone, we are free, said the liberator and that is why he was called that. I would call him an emancipator, who broke the chains of slavery and servitude.
That is why from Colombia I can tell the world: I will soon be in New York saying this same thing, when we assume the presidency of the United Nations Security Council. Colombia's position is world peace and international law, which must be respected. It doesn't matter how many missiles you have or how many dollars in the budget. Civilization will not be human civilization if the principle of international law is lost; and Colombia obeys it, respects it, supports it and strengthens it.
We do not kneel before anyone. And part of the definition as the sovereign nation that we are is in the strategies that we have built over these four years, and that hopefully - it depends on the people - will continue. As a father, I must say that I am saddened by the blood of so many colleagues who have died, the pain of their families, the pain of the country that still sees its youth die today. It is a stigma that Colombia has carried since the time when Francisco de Paula Santander wanted to kill Bolívar, and it is what I call the hundred years of loneliness that the Caribbean Gabriel García Márquez masterfully described in his monumental work.
We have to get out of that, we have to build an Army capable of taking Colombia out of its hundred years of loneliness, which are the centuries in which we have killed each other stupidly, out of pride, out of revenge, out of party colors. And we have not escaped yet, because now we are faced with illicit economies that are nothing more than a way of naming the greed in the heart.
If Colombia lets itself be guided by greed, it will die. If humanity is guided by greed, it dies. I said it in New York and I say it here in Bogotá and I will repeat it in New York. I am not afraid of the word when I feel that it is true, that it is felt in the soul.
There are powers in the world, of course, we are seeing them, with missiles and money. They want to build a humanity without democracy and in barbarism, without freedom. With subjugated Latin American peoples, contrary to what our heroes said.
We are not here to subjugate anyone. Nor do I believe that any soldier, patrolman
or patrol boat, is here to be subjugated. And I don't want any Colombian man or woman who believes they should kneel before anyone.
Let it not be their beliefs, their principles, which we respect, because we are the country of freedom. To the best of my knowledge, no member of the Army has been excluded because of their ethnicity, because of their region, because of the color of their skin, because of their culture, because of their beliefs, whatever they may be. Not even because of the country's way of thinking, whatever it may be. We have excluded no one here, I have not made purges, ideological or of any kind.
The Army is an army of the nation, which means people. There is territory, there is air, there is atmosphere, there is a sea that we have to take care of. It was this government that stopped Colombia's territorial loss, which has been going on for two centuries, demonstrating the weakness of the State, the weakness of a nation that has not just been built. That is why we have internal war, conflicts, weapons and young people killing each other. A nation that according to the Constitution of '91 is not by force, it is by reason.
And the reason is democratic. The Colombian Army cannot allow the people of Colombia to be subjugated by force. He can be convinced and seduced by reason, hopefully by science more than by passion. We, Latin Americans, what are we? We carry passion, but also reason in our hearts. And passion has to be illuminated by reason, or else it does not allow us to point the rifle where it belongs. Only by linking the brain to the rifle, the rifle points where it touches, if it is not mistaken.
And I want to leave a message here: the Public Force's rifles should never be pointed at the people. Never. Weapons are at the service of the people, their supreme commander more than the president, because the president is a servant of his true Supreme Commander, who is the people of Colombia.
Arms are surrendered to no one other than to the civil power of the people of Colombia. To no one else, whatever their flag, whatever their language, whatever their purposes. Statistics say that this Colombian Army fights once every 20 hours. There is a fight somewhere in Colombia at least every 20 hours. And that cold mathematical figure, one combat every 20 hours, means that there is no military force in the world, nor in the countries that are at war today, that fights as much as our Army, and in general the Colombian public force.
And that can be seen for the worse, of course. We continue in internal wars. We do not have any war with any country in the world, nor do we want to have one because by constitutional order we are builders of world peace, of Latin American and Caribbean unity.
But we kill each other, that is still the reality. Every 20 hours a fight. The most trained public force in the world, more capable, listen carefully, more powerful than the commanders and commands of the Army of the United States of America.
You are more capable than them. The difference is in the heart and blood of the men and women of Colombia, that is why we are the jaguars of America. And we move like jaguars with their ancestral wisdom and intelligence, because they know how to understand the mountains, the plains, the rivers, the jungles and they know how to persist there in the love of the country.
And just like the jaguar, free Latin American and Caribbean civilization will endure, without subjugation of any species. Threaten however you want to threaten. We are free and we will be free, that is the slogan of the Liberator and it is the message that as President of the Republic I deliver to my people, to this generation that is born from officers promoted to the first places, and that we have decorated.
The mission of each soldier is to guarantee the freedom of Colombia, whatever the cost. We are sovereign, not anyone's colony. Neither from China, nor from Russia, nor from North America, nor from South America.
Hopefully one day, depending on the people and history, we will be the great Colombia again. Power in America, heart of the world, how we strategically have to see ourselves. Fight against whom every 20 hours? Who threatens us? Who acts with weapons against us? I am going to say it exactly: what is fighting against us is drug trafficking, on a multinational and global scale that we have not known before.
That is why the Colombian Police has already articulated itself with 40 police officers from around the world, the intelligence of Colombia in all its weapons has been articulated with the intelligence that we have been able to find. Despite my political distances from the United States government, until the last day of my government we have guaranteed intelligence cooperation dedicated to dismantling global drug trafficking, which is the true enemy of Colombia. Political differences do not take away the sharpness, firmness and depth with which the fight must be waged against the main enemy of Colombia today, drug trafficking, its organizations that violate through bribery, force, terror, weapons, even against populations whose right to be free is taken away, even infiltrating institutions as we have seen so many times.
Defending ourselves against this phenomenon has been the purpose of these four years, while we have gone on the offensive. The data is there, it is there and it will remain, it will be completed between now and August 6: 3,228 tons of cocaine seized, more than in the last three governments combined. 60% of cocaine seizure operations in the world, from Indonesia or the Caribbean, are carried out by naval intelligence, by public force intelligence, 60%.
All action against drug trafficking relevant to cocaine is carried out from the intelligence of our institutions. We should be proud of this because we can teach how to combat drug trafficking. It is not bombing peasants, it is not burning ranches, it is not fumigating for the sake of it. That has been my message, it is an alliance between the soldier and the peasantry, it is an alliance with the people themselves, in a voluntary decision. Because voluntary decisions are the most powerful that can be made, not forced decisions. This is how we have shown the world in figures to the world, there is a voluntary alliance between the public forces and the coca leaf cultivating peasantry, to eradicate coca leaf crops by hand and by the roots. We are already at 11 thousand hectares registered, it is one of our greatest triumphs.
The day Colombia abandons its last illicit hectare, that day it will abandon violence. Here there is no longer violence due to ideologies, there is no violence due to politics. And we must try to ensure that the current electoral confrontation does not lead us, as in the past, to violence due to ways of thinking, due to differences. The difference is respected, period. I can think in one way or you in another, each one is a separate brain, but as an institution and as a State, the difference is not allowed to end with violence.
We just have to look at our skin and where we come from, our own stories, to find the true richness that is in our blood, in our own diversity, which allows us to understand each other. Getting out of the illicit is what we have to do, and we are achieving it: 800 extradited, 3,228 tons of cocaine seized, a combat every 20 hours, almost 20 thousand laboratories destroyed. It seems to me that that is winning, it is not homeland or death, it is homeland and life, it is freedom and life. The common project of the Colombian nation, despite it, must continue to be sovereign and free life in each being of Colombia, emancipating like the emancipating Army, which was the Army of Bolívar.
I leave here an arms purchase plan that will be finalized in this government and that consists of 80 new aircraft, not second or third hand. We do not want more young people dying from the old age of the instruments that are used. The Army must modernize its weapons and technology, which must be of the latest generation, because we are warriors of life, and old men are not used to defend the homeland.
But the most important thing in modernization is that the soldier, the patrolman or the patrolman have work and life dignity. You cannot ask a human being to go fight for the country with an abstract objective, if he cannot vitally defend and support his own family. And that right is achieved by dignifying the soldier's salary, which is what I achieved. No one can take away from us the achievement of having gone from alms salaries with which we defended the country, sometimes with hunger in the stomach, to earning a salary to live with dignity, and thus being able to go out to defend the country with a rifle and take risks in the depths of this Beautiful Colombia.
Now we are going to leave new weapons that can be used to defend the nation: 80 aircraft, 17 Saab Gripen fighter planes, for air superiority; 17 heavy, medium and light transport aircraft so that the Army has mass depth and reaction capacity.
Here I want to tell you that this investment that we are going to make, for several billion pesos of the national budget, is the largest in recent times. That we weaken the Military Forces? Moonshine!
Today, like never before, the people love their Army, they love their National Police. It is demonstrated in the surveys, today there is another ethic, which is to defend the rights and freedom of the people, and not attack them. The alliance between people and army is indestructible, this is how nations are built. And we will deliver the weapons in this government: 46 new heavy, medium and light helicopters, 127 armored tactical vehicles. And I hope they are protected in Colombia, not by contractors who negotiate commissions in the contract. We still need to put an end to internal criminal associations, which not only steal the soldier's food, but have even gone so far as to steal weapons and ammunition to give them to those who end up killing our soldiers and patrol officers with those same weapons and ammunition.
Colombia's public forces cannot allow themselves to be penetrated by crime. Crime cannot come to power, because democracy ends and genocide occurs. There is a high internal responsibility in the Colombian Military Forces to defend themselves against corruption. I know about the juggling act that has been done and what lies ahead, because it is a long fight, but the more we can corner corruption, the more guarantees the Colombian nation has of being great and powerful among all nations.
94 vessels including patrol vessels, coast guard vessels, river operations boats. Cotecmar has given us great honor and pride, launching scientific research vessels into the sea almost month after month, to care for patients. And there are 111 thousand Jaguar rifles, made in Colombia by Colombian workers in Indumil, south of Soacha, where we were.
A nation cannot be defended well if the nation itself does not make its own weapons. If we depend on others, national sovereignty is not guaranteed. This is guaranteed with an Army at the service of the people and the entire nation, without exclusions, and with weapons made by the nation, increasingly better and in good condition.
Here we are not going to make missiles to attack other towns, but we have to defend ourselves from drones and missiles. And the Public Force has to get ready for these new challenges, not as uniformed Roman armies in close formation, but as jaguars. 17 thousand communications equipment and what is called today the National Anti-Drone Shield, which is our main tactical challenge, where we suffer the most casualties.
The Jaguar rifle, the vehicles provided in Indumil to develop the national industry, the ships made in Cotecmar and the drones made hopefully in the Colombian Aeronautical Industry. This is one of the main bastions of Colombia's industrialization, which is how a country modernizes, as did the United States, Japan, the Soviet Union, today's China or Western Europe. An army creating industry, capable of producing, not only of monitoring or acting, because the wealth of a nation comes from production and work, and the Army can put itself at the forefront of the technologies we need.
Satena has already doubled its passengers from one million to two million, we have already removed elements from the San José galleon. My order is to remove everything there is and keep it in Colombia, because that gold and silver are ours. And I hope we can one day inaugurate the museum of the San José galleon in Cartagena, where it is sunk a few miles away.
It is a pride of our national sovereignty to take out the gold that was going to be looted, and deliver it to the warehouses of the Bank of the Republic so that it becomes a national heritage and restores a history of plundering and piracy that should never have happened. I hope there is a law that can make the Bank of the Republic buy all the gold in Colombia to eliminate the mafias that today appropriate this wealth, destined for other places in the world.
Today there is nothing within Colombia that can sufficiently attack the State. Today there is no military risk within the Colombian border. None. Today we are stronger than in many decades.
We will be even stronger with the moral strength that exists in each soldier, patrolman and patrolman, who knows that they are not only defending a flag, but their own family and principles. And those principles are the sovereign freedom of Colombia.
I thank all of you, all of you, commanders, officers. Let's see, who is here as commander? Already four suns. General, tell us.
It's time to keep an eye on election day. We must take maximum care of the entire national territory. So, enjoy a well-deserved vacation with your families until June 17.

A estas alturas puedo hacer una evaluación de lo que ha sido mi gobierno. Le corresponderá al pueblo de Colombia en próximos días definir el destino de Colombia para los próximos cuatro años, y por tanto la comandancia suprema de sus Fuerzas Militares y la jefatura de su Fuerza Pública. Es el pueblo el que designa y yo obedezco al pueblo. Lo obedecí cuando recibí su mandato en 2022. Hubo rumores de que me iba a quedar en el poder, creo que ningún general de los que ha participado almirante en los consejos de seguridad de la nación puede tener alguna queja sobre algún tipo de indicación u orden que haya tenido que ver con quebrantar la ley y la constitución de Colombia. Si algo tiene que hacer un demócrata en el poder, con el mandato conferido por el pueblo, es obedecer el mandato. Y mi mandato termina el 6 de agosto, y me alejaré de aquí. Otros serán los destinos del país, el pueblo decide libremente. Nadie más tiene aquí ninguna atribución diferente a la libre voluntad del pueblo de Colombia, que debemos garantizar. El balance general de estas elecciones es que han sido de las más pacíficas en la historia de Colombia, a pesar de todas nuestras décadas y luchas y violencias. Algo que va a quedar para los años por venir en los análisis, es que las Fuerzas Militares le demostraron al mundo que podía haber sustituciones radicales en los cambios de gobierno, por decisión libre del pueblo, y se mantenía incólume la lealtad al Presidente de la República. Esto va a pasar a la historia. Cuando se mire lo que queda de estos años que hemos vivido juntos, se sabrá que fue posible, aunque muchos lo veían como un imposible: que un ejército pudiera obedecer las órdenes como comandante supremo de alguien que desde su niñez y juventud se atrevió a postular una transformación profunda de la sociedad colombiana, y que se plasmó en la constitución del 91 y en el proceso de paz de los años 90. Fuimos capaces de encontrarnos sin violencias, sin quebrantos, en realidad bajo una bandera, la bandera de Colombia, que es la bandera de la libertad y la soberanía nacional, por la que luchamos y estamos dispuestos a morir. Por eso no reniego de la frase libertad o muerte, que el Libertador Simón Bolívar supo escribir y luchar hasta el último segundo de su existencia. Libertad o muerte es el fundamento de la República de Colombia. No somos esclavos ni serviles de nadie, somos libres, dijo el libertador y por eso se llamó así. Yo le diría emancipador, que rompía las cadenas de la esclavitud y de la servidumbre. Por eso desde Colombia le puedo decir al mundo: próximamente estaré en Nueva York diciendo esto mismo, cuando asumamos la presidencia del Consejo de Seguridad de Naciones Unidas. La postura de Colombia es la paz mundial y el derecho internacional, que debe respetarse. No importa cuántos misiles se tengan ni cuántos dólares en el presupuesto. La civilización no será civilización humana si se pierde el principio del derecho internacional; y Colombia lo obedece, lo respeta, lo apoya y lo fortalece. No nos arrodillamos ante nadie. Y parte de la definición como nación soberana que somos, está en las estrategias que hemos construido a lo largo de estos cuatro años, y que ojalá -ya depende del pueblo- continúen. Como padre que soy, debo decir que me entristece la sangre de tantos compañeros y compañeras que han muerto, el dolor de sus familias, el dolor de la patria que aún hoy ve morir a su juventud. Es un estigma que lleva Colombia desde los tiempos en que Francisco de Paula Santander quiso matar a Bolívar, y es lo que yo llamo los cien años de soledad que describió magistralmente el caribeño Gabriel García Márquez en su obra monumental. Nosotros tenemos que salir de eso, tenemos que construir un Ejército capaz de sacar a Colombia de sus cien años de soledad, que son los siglos en que nos hemos matado entre nosotros estúpidamente, por orgullo, por venganzas, por colores de partidos. Y aún no escapamos, porque ahora nos enfrentamos con economías ilícitas que no son más que una manera de nombrar la codicia en el corazón. Si Colombia se deja guiar de la codicia, muere. Si la humanidad se deja guiar de la codicia, muere. Lo dije en Nueva York y lo digo aquí en Bogotá y lo repetiré en Nueva York. No me atemoriza la palabra cuando siento que es de verdad, que se siente en el alma. Hay poderes en el mundo, claro, los estamos viendo, con misiles y dinero. Quieren construir una humanidad sin democracia y en barbarie, sin libertad. Con pueblos latinoamericanos sojuzgados, contrario a lo que dijeron nuestros próceres. Nosotros no estamos aquí para sojuzgar a nadie. Ni creo que ningún soldado, patrullero o patrullera, esté aquí para ser sojuzgado. Y no quiero a ningún colombiano ni colombiana que crea que debe arrodillarse ante nadie. Que no sean sus creencias, sus principios, los cuales respetamos, porque somos el país de la libertad. Hasta donde ha sido mi entender, ningún miembro del Ejército ha sido excluido por su etnia, por su región, por el color de su piel, por su cultura, por sus creencias, cualesquiera que sean. Ni por su manera de pensar el país, cualquiera que sea. Aquí a nadie hemos excluido, no he hecho purgas ni ideológicas ni de ningún tipo. El Ejército es un ejército de la nación, que significa pueblo. Hay territorio, hay aire, hay atmósfera, hay un mar que tenemos que cuidar. Fue este gobierno el que detuvo la pérdida territorial de Colombia, que viene desde hace dos siglos, demostrando la debilidad del Estado, la debilidad de una nación que no se acaba de construir. Por eso tenemos guerra interna, conflictos, armas y jóvenes matándose entre ellos mismo. Una nación que según la Constitución del 91 no es por la fuerza, es por la razón. Y la razón es democrática. El Ejército de Colombia no puede permitir que al pueblo de Colombia se les sojuzgue por la fuerza. Puede convencérsele y seducírsele por la razón, ojalá por la ciencia más que por la pasión. Nosotros, latinoamericanos, ¿qué somos? Llevamos la pasión, pero también la razón en nuestro corazón. Y la pasión tiene que ser alumbrada por la razón, o si no, no nos deja apuntar el fusil a donde toca. Solo ligando el cerebro al fusil, el fusil apunta a donde toca, si no se equivoca. Y un mensaje quiero dejar aquí: jamás los fusiles de la Fuerza Pública deben apuntar al pueblo. Jamás. Las armas están al servicio del pueblo, su comandante supremo más que el presidente, porque el presidente es un sirviente de su verdadero Comandante Supremo, que es el pueblo de Colombia. A nadie más se rinden las armas que al poder civil del pueblo de Colombia. A nadie más, cualquiera que sea su bandera, cualquiera que sea su lenguaje, cualesquiera que sean sus propósitos. La estadística dice que este Ejército de Colombia combate una vez cada 20 horas. Hay un combate en algún lugar de Colombia cada 20 horas mínimo. Y esa cifra matemática fría, un combate cada 20 horas, significa que no hay fuerza militar en el mundo, ni en los países que hoy están en guerra, que combata tanto como nuestro Ejército, y en general la fuerza pública de Colombia. Y eso puede verse para mal, claro. Seguimos en guerras internas. No tenemos ninguna guerra con ningún país del mundo, ni queremos tenerla porque somos por orden constitucional constructores de paz mundial, de unidad latinoamericana y del Caribe. Pero nos matamos entre nosotros, aún sigue siendo esa la realidad. Cada 20 horas un combate. La fuerza pública más entrenada del mundo, más capaz, escúchenlo bien, más poderosa que los comandantes y los comandos del Ejército de los Estados Unidos de Norteamérica. Ustedes son más capaces que ellos. La diferencia está en el corazón y en la sangre de los hombres y mujeres de Colombia, por eso somos los jaguares de América. Y nos movemos como los jaguares con su sabiduría e inteligencia ancestral, porque sabe entender de las montañas, de los llanos, de los ríos, de las selvas y saben persistir allí en el amor a la patria. Y así como el jaguar, perdurará la civilización latinoamericana y caribeña libre, sin sojuzgamiento de ninguna especie. Amenacen como quieran amenazar. Libres somos y libres seremos, esa es la consigna del Libertador y es el mensaje que como presidente de la República le entrego a mi pueblo, a esta generación que nace de oficiales ascendidos a los primeros lugares, y que hemos condecorado. La misión de cada soldado es garantizar la libertad de Colombia, cueste lo que cueste. Somos soberanos, no colonia de nadie. Ni de China, ni de Rusia, ni de la América del Norte, ni de la América del Sur. Ojalá algún día, depende de los pueblos y de la historia, seamos otra vez la gran Colombia. Poder en América, corazón del mundo, como estratégicamente nos tenemos que ver. ¿Combatir cada 20 horas contra quién? ¿Quién nos amenaza? ¿Quién actúa con armas contra nosotros? Voy a decirlo con exactitud: quien combate contra nosotros es el narcotráfico, en una escala multinacional y global que no habíamos conocido antes. Por eso la Policía de Colombia ya se ha articulado con 40 policías del mundo, la inteligencia de Colombia en todas sus armas se ha articulado con las inteligencias que hemos podido capaces de encontrar. A pesar de mis distancias políticas con el gobierno de Estados Unidos, hemos garantizado hasta el último día de mi gobierno la cooperación en inteligencia dedicada a desmantelar el narcotráfico mundial, que es el verdadero enemigo de Colombia. Las diferencias políticas no quitan la agudeza, la firmeza y la profundidad con la que debe librarse la lucha contra el principal enemigo de Colombia de hoy, el narcotráfico, sus organizaciones que vulneran por la vía del soborno, por la fuerza, por el terror, por las armas, incluso contra poblaciones a las que les quitan su derecho a ser libres, infiltrando incluso a las instituciones como tantas veces hemos visto. Defendernos de este fenómeno ha sido el propósito de estos cuatro años, a la vez que nos hemos puesto a la ofensiva. Ahí están los datos están ahí y quedarán, se completarán de aquí al 6 de agosto: 3.228 toneladas de cocaína incautadas, más que en los tres últimos gobiernos sumados. 60% de las operaciones de incautación de cocaína en el mundo, desde Indonesia o el Caribe, hecha por la inteligencia naval, por la inteligencia de la fuerza pública, 60%. Toda acción contra el narcotráfico relevante en relación con la cocaína, es hecha desde la inteligencia de nuestras instituciones. De esto debemos sentirnos orgullosos porque podemos enseñar cómo combatir al narcotráfico. No es bombardeando campesinos, no es quemar ranchos, no es fumigando porque sí. Ese ha sido mi mensaje, es una alianza entre el soldado y el campesinado, es una alianza con el pueblo mismo, en decisión voluntaria. Porque las decisiones voluntarias son las más poderosas que se pueden forjar, no las decisiones obligadas. Así lo hemos mostrado ante el mundo en cifras al mundo, existe una alianza voluntaria entre la fuerza pública y el campesinado cultivador de hoja de coca, para erradicar a mano y de raíz los cultivos de hoja de coca. Ya vamos en 11 mil hectáreas inscritas están, es uno de nuestros mayores triunfos. El día en que Colombia abandone su última hectárea ilícita, ese día abandonará la violencia. Aquí ya no hay violencia por ideologías, no hay violencia por política. Y hay que tratar de que la confrontación actual electoral no nos lleve, como en el pasado, a violencias por maneras de pensar, por diferencias. La diferencia se respeta, punto. Puedo pensar de una manera o ustedes de otra, cada uno es un cerebro aparte, pero como institución y como Estado no se permite que la diferencia se acabe con violencia. Sólo hay que mirarnos la piel y de dónde venimos, nuestras historias propias, para encontrar la verdadera riqueza que está en nuestra sangre, en nuestra propia diversidad, que nos permite entendernos entre nosotros. Salir de lo ilícito es lo que tenemos que hacer, y lo estamos logrando: 800 extraditados, 3.228 toneladas de cocaína incautadas, un combate cada 20 horas, casi 20 mil laboratorios destruidos. A mí me parece que eso es vencer, no es patria o muerte, es patria y vida, es libertad y vida. El proyecto común de la nación colombiana a pesar debe seguir siendo la vida soberana y libre en cada ser de Colombia, emancipando como el Ejército emancipador, que fue el Ejército de Bolívar. Dejo aquí un plan de compra de armamentos que se finiquitará en este gobierno y que consiste en 80 aeronaves nuevas, no de segunda ni de tercera mano. No queremos más jóvenes muriendo por la vejez de los instrumentos que se usan. El Ejército se debe modernizar en sus armas y su tecnología, que deben ser de última generación, porque somos guerreros de la vida, y no se usan vejestorios para defender la patria. Pero lo más importante en una modernización, es que el soldado, el patrullero o la patrullera tengan dignidad laboral y vital. No se le puede pedir a un ser humano que vaya a combatir por la patria con un objetivo abstracto, si no puede defender y sostener vitalmente a su propia familia. Y ese derecho se consigue dignificando salarialmente al soldado, que fue lo que yo conseguí. Nadie nos podrá quitar el logro de haber pasado de sueldos de limosna con los que se defendía a la patria, a veces con el hambre en el estómago, a ganar un sueldo para vivir con dignidad, y así sí poder salir a defender la patria con un fusil y arriesgarse en las profundidades de esta Colombia Bella. Ahora vamos a dejar armas nuevas, que sirvan para defender a la nación: 80 aeronaves, 17 aviones de combate Saab Gripen, de superioridad aérea; 17 aviones de transporte pesado, mediano y liviano para que el Ejército tenga profundidad en masa y capacidad de reacción. Aquí quiero decirles que esta inversión que vamos a realizar, por varios billones de pesos del presupuesto nacional, es la más grande de los últimos tiempos. ¿Que debilitamos a las Fuerzas Militares? ¡Pamplinas! Hoy como nunca antes el pueblo quiere a su Ejército, quiere a su Policía Nacional. Está demostrado en las encuestas, hoy hay otra ética, que es defender los derechos y la libertad de la gente, y no atacarlos. La alianza pueblo y ejército es indestructible, así se construyen las naciones. Y las armas las entregaremos en este gobierno: 46 helicópteros pesados, medianos y livianos nuevos, 127 vehículos tácticos blindados. Y ojalá se blinden en Colombia, no por contratistas que negocian comisiones en el contrato. Aún nos falta acabar con asociaciones internas para delinquir, que no sólo se roban la comida del soldado, sino que ha llegado incluso a robarse las armas y las municiones para entregárselas a quienes terminan matando con esas mismas armas y municiones a nuestros soldados y patrulleros. La fuerza pública de Colombia no se puede dejar penetrar por el crimen. El crimen no puede llegar al poder, porque se acaba la democracia y se produce un genocidio. Hay una alta responsabilidad interna en las Fuerzas Militares de Colombia para defenderse de la corrupción. Sé de los malabares que se han hecho y lo que viene por delante, porque es una lucha larga, pero mientras más podamos arrinconar a la corrupción, más garantías tiene la nación colombiana de ser grande y poderosa entre todas las naciones. 94 embarcaciones entre patrulleras, guardacostas, botes de operaciones fluviales. Gran honor y orgullo nos ha dado Cotecmar, botando casi mes tras mes buques de investigación científica al mar, para atención de pacientes. Y son 111 mil fusiles Jaguar, hechos en Colombia por trabajadores colombianas en Indumil, al sur de Soacha, donde estuvimos. No se puede defender bien a una nación si la propia nación no hace sus propias armas. Si dependemos de otros, no está garantizada la soberanía nacional. Esta se garantiza con un Ejército al servicio del pueblo y de la nación toda, sin exclusiones, y con armas hechas por la nación, cada vez mejores y en buenas condiciones. Aquí no vamos a hacer misiles para agredir otros pueblos, pero nos tenemos que defender de drones y misiles. Y la Fuerza Pública tiene que alistarse a esos nuevos retos, no como ejércitos romanos uniformados y en formación cerrada, sino como jaguares. 17 mil equipos de comunicaciones y lo que se llama hoy el Escudo Nacional Antidrones, que es nuestro principal reto táctico, donde más bajas nos hacen. El fusil Jaguar, los vehículos brindados en Indumil para desarrollar la industria nacional, los buques hechos en Cotecmar y los drones hechos ojalá en la Industria Aeronáutica Colombiana. Este es uno de los principales bastiones de la industrialización de Colombia, que es como se moderniza un país, como lo hicieron Estados Unidos, Japón, la Unión Soviética, la China actual o la Europa Occidental. Un ejército haciendo industria, capaz de producir, no solamente de vigilar o actuar, porque la riqueza de una nación nace de la producción y el trabajo, y el Ejército puede ponerse a la vanguardia de las tecnologías que necesitamos. Satena ya duplicó los pasajeros de un millón a dos millones, ya sacamos elementos del galeón San José. Mi orden es sacar todo lo que hay y que se quede en Colombia, porque ese oro y esa plata son nuestros. Y ojalá podamos inaugurar algún día el museo del galeón San José en Cartagena, donde a pocas millas está hundido. Es un orgullo de nuestra soberanía nacional sacar el oro que iba a ser saqueado, y entregarlo a las bodegas del Banco de la República para que sea un patrimonio nacional y restituya una historia que nunca debió suceder de pillaje y piratería. Ojalá haya una ley que pueda hacer que el Banco de la República compre todo el oro de Colombia para eliminar las mafias que hoy se apropian de esta riqueza, con destino a otros lugares del mundo. Hoy no hay nada dentro de Colombia que pueda atentar contra el Estado con suficiencia. Hoy no hay ningún riesgo de tipo militar dentro de la frontera de Colombia. Ninguno. Hoy somos más fuertes que en muchas décadas. Más fuertes seremos aún con la fuerza moral que hay en cada soldado, patrullero y patrullera, que sabe que no sólo está defendiendo una bandera, sino su propia familia y unos principios. Y esos principios son la libertad soberana de Colombia. Les agradezco a todos ustedes, a todas, mandos, oficiales. A ver, ¿quién está aquí de comandante? Ya de cuatro soles. General, cuéntenos. Toca estar pendientes del día de elecciones. Hay que cuidar al máximo todo el territorio nacional. Entonces, disfruten con sus familias hasta el 17 de junio unas merecidas vacaciones. Gracias a todas y todos ustedes por haberme acompañado, señoras, señores civiles aquí presentes, soldados de mi patria, patrulleros, patrulleras, mandos. Les agradezco el respeto que me han tenido.
