We will implement solutions which, in the event that inflation exceeds 5%, will allow for the implementation of the second indexation of pensions and pensions within a year. This will make pensions more adequate to the real value of money.
Alternative energy sources in Poland
We will work together to increase the share of renewable energy sources in electricity production. This will be possible, m.in, thanks to unlocking the potential of onshore wind energy, photovoltaics, biogas plants, the development of competition and the involvement of the private and local government sectors.
At the same time, we will develop assumptions for a coherent nuclear energy development program and precisely define the method of its financing.
Our goal is also to modernize and expand transmission and distribution networks.
We will restore elementary decency in the management and coordination of state assets. We want to depoliticise state-owned companies by introducing clear criteria for recruitment to management positions.
Silesia – the industrial heart of Polish
It is in the heart of Silesia that the Ministry of Industry will be established. Polish can become the industrial, modern heart of Poland and Europe. For this purpose, we will efficiently use the Just Transition Fund – not only for Silesia.
The future of the Central Communication Port
In a transparent manner, with the participation of eminent and impartial experts, we will make a decision on the future of the CPK. It will be a project that will serve Poland in the most rational way.
Reinforcement of the equipment of the Polish Army
The Polish army is to be efficiently commanded and equipped with modern equipment. This is connected with the consistent arming of the Polish army, respecting the contracts concluded by our predecessors.
We will strive to rebuild civil defence.
We will base the construction of Polish's security on modern, innovative and at the same time stable foundations, also taking care of cybersecurity.
The courts will be free from political pressure.
The prosecution will be independent and apolitical.
We will ensure the legality of the functioning of the judiciary and the constitutional judiciary.
The courts must be close to the citizens and serve them. We will shorten the time and cost of court proceedings. It is also necessary to relieve the courts of cases that can be resolved administratively.
On 13 December 2023, the Minister of Justice submitted an application for Polish to join the European Public Prosecutor's Office. This will allow for a more effective prosecution of fraud, corruption, money laundering and cross-border VAT fraud.
We will strive to improve the state of public finances. The first step will be the publication of the White Paper on State Finances.
We will review the institutions established by our predecessors, m.in. in terms of their usefulness and operating costs.
We will appoint a Fiscal Council, which will consist of neutral people giving opinions on planned expenditures.
We will rebuild a healthy, friendly relationship between the central government and NGOs.
The rank of NGOs and volunteering should be as high as possible.
We want to share responsibility, resources, decisions and power with local government at every level.
The idea of true self-government is based on the fact that people autonomously decide about their lives in their place of residence, and the central authority is there to help and facilitate, not to impose their own will.
We will sort out the situation in the sphere of public media, which are to serve Poles.
Poland is and will continue to be a key, strong, sovereign link in the North Atlantic Alliance.
We will regain the leading position of the European Union, which will be built through cooperation and respect for the larger community that Europe is today.
We will keep an eye on Polish interests in relations with each neighbour and cooperate intensively with all allies.
We will unlock funds from the NRP, which will finally allow local governments to freely plan key investments. On 15 December 2023, Prime Minister Donald Tusk and European Commission President Ursula von der Leyen announced that thefirst funds are to reach our country in 2023.
Joint transnational action in the face of challenges
Challenges such as the migration crisis or the climate catastrophe require a transnational response – one country cannot cope with them. This requires tools and methods of action that we can use for the benefit of the European or global community.
Protecting Europe's borders and territory
Poland should be able to take joint responsibility for the protection of European borders and for the protection of European territory.
We will work hard to ensure that Polish and European borders are effectively protected – while respecting people.
The task of the new government is to loudly and firmly demand from the entire Western community full determination to help Ukraine in this war.
At the same time, Polish's full commitment to Ukraine cannot mean a lack of benevolent assertiveness when it comes to Polish interests – e.g. the interests of Polish farmers, entrepreneurs or drivers
